COUNTRY BRIEF  General Data  Capital : Phnom Penh with population of 997,986  Currency : riel ($US1 = R4,100)  Surface Area : Sq. Km.  Population : 13,770,000 (2003)  Population annual growth rate of : 2.4 percent  Demography  Annual growth rate : 5.5 percent  Urban population : 15.6 percent  Rural Population : 84.4 percent  35% of total population lives under the poverty line  1/5 of the poor are persons with disabilities

1. Disabilities in Population of private households  Number of persons with disabilities: Highest from aged 60 and up (aged group 60-64: 150,000 male  300,000 female Medium from aged 35 to 59 (aged group 35-39:  210,000 male and  120,000 female) Low from aged 0 to 34 (aged group 0-4:  5,000 female and  10,000 male)

2. Legislation  A draft law on Rights of People with Disabilities has been sent to the Council of Ministers  Purpose: to strengthen and protect the rights and interests of people with disabilities, and to abolish all forms of discriminations, and to guarantee their full and equal participation in all activities in society as non-disabled persons.

3. Services  Access to social services (rehabilitation, education, health, vocational skills, etc.) is limited  Physical access to service delivery facilities such as school, health centers, hospital, and hygiene facilities is available, but not nation wide, but not for public transport, road, etc.  Opportunities for employment provision is very limited  Limited chance for voices to be heard

4. Issues  Legislation is in draft and process in government is slow  Policy and national program for disability is not in place  Limited service provision, including outreach activities  Little coordination  A not high priority in policy dialogue  Access to information is limited  Discrimination and isolation remain

5. Challenges for children, youth and people with disabilities  Realizing the rights of school aged group to be in schools  Realizing the rights of out-of school youth to vocational skills, literacy and resources  Promoting equitable access to all public facilities and job opportunities  Advocating for their voices to be heard  Mainstreaming disability in all matters related to them
