03 \ Principles of the reform of science financing Members of academic community should decide themselves about allocation of funds (before: almost all decisions made by the Ministry) Development of grant system New system of evaluation of scientific units Committee for Evaluation of Scientific Units - The main task of the Committee is to draw out the project of parameters and criteria for comprehensive evaluation of scientific units and to perform such evaluation not less frequently than every four years. Among criteria -Improvement of quality of research -Enhancement of innovation -Internationalisation of science -Support for interdisciplinarity and new research areas -Development of open science -Support forenhancing prestige of Polish science worldwide 03 \ System of science financing in Poland

04 \ The role of the Ministry and agencies in the system Ministry of Science and Higher Education (MSHE) The Ministry of Science and Higher Education (MSHE) is responsible for policy- making in science and research as well as in higher education and creating transparent rules of allocating the funds on R&D. National Science Centre National Centre for Research and Development Financial management is delegated to the National Science Centre and the National Centre for Research and Development. The Ministry allocates funds on R&D only through a few specific instruments i.e.: -basic statutory activity, -capital investments in large research infrastructure and buildings, -international cooperation, -science dissemination, -Minister’s programmes and initiatives. Overall budget for science in 2015: PLN M. 03 \ System of science financing in Poland

05 \ National Science Centre National Science Centre The National Science Centre (NCN) officially started to operate on 4th March 2011 (created in 2010). NCN is responsible for supporting research projects in Arts, Humanities, Social and Life Sciences, Physical Sciences and Engineering, targeted at a wide range of scientists conducting basic research. Each year NCN launches ca. 15 calls for proposals in carefully designed schemes allowing scientists on every stage of scientific career to participate. NCN in 2014 in numbers: budget PLN 840 M  12 calls announced  3 international calls announced  13 concluded calls  proposals submitted  1804 projects awarded funding  ca € 180 M allocated for research projects  16%* success rate * percentage of proposals that were awarded funding Overall NCN budget in 2015 amounts to PLN 915 M. 04 \ System of science financing in Poland

06 \ National Centre for Research and Development National Centre for Research and Development (NCBR) The National Centre for Research and Development (NCBR) was established in NCBR is responsible for financing applied research as well as for strengthening links between R&D and industry sectors. NCBR is also responsible for allocating European structural funds. The main instrument of the National Centre for Research and Development are strategic programmes based on the „National Research Programme”. NCBR in 2014 in numbers:  59 calls announced  41 programmes implemented  2425 proposals submitted  843 projects awarded funding  ca PLN M allocated for research projects Overall NCBR budget in 2015 amounts to ca PLN 5100 M. 05\ System of science financing in Poland

07 \ Latest developments in science system. The Act amending the act on the principles of science financing and some other legal acts entered into force on 25th May The purpose of these amendments was to improve the rules of conducting research, basing on the experiences of the Ministry and researchers who had to comply with the regulations introduced in Main issues covered by these amendments are: support international activities by adjusting funding principles of large research infrastructures to the European Research Area requirements and creating a legal basis for setting up of the Polish Roadmap of Large Research Infrastructure, more effective use and concentration of financial resources allocated to the science dissemination and popularization, simplification and acceleration of procedures of allocating funds and restrictions in financing the weakest research units, improved access to information on science financing in Poland through an integrated IT science management system „POL-on”. 06 \ System of science financing in Poland
