Purpose To provide training to Environmental Officers (EO) in accordance with AR “Environmental Protection and Enhancement” and FM “Environmental Considerations.” To provide background information to the EO’s concerning Fort Wainwright’s environmental compliance requirements and sustainability goals. Course Scope Identify the responsibilities of Environmental Officers (EO). Highlight environmental requirements and goals relevant to operations at Fort Wainwright. Describe proper methods to identify, handle, store and dispose of hazardous materials and wastes both in garrison and in the field. Environmental Officers AR –Required to be assigned by Senior Mission Commanders and Unit Commanders to “ensure compliance actions take place.” –Fulfills duties as assigned by FM “Environmental Considerations.” Important element of the installation’s Federally mandated Environmental Management System. Garrison Commander Comply with applicable Federal, State, and local environmental laws, regulations, internal directives and goals, and Executive Orders Conduct annual internal compliance assessments Implements an installation- wide Hazardous Materials Management Program. Investigate regulatory enforcement actions, complaints, and spills/releases, and correct systemic problems. Hold tenant units accountable for compliance. Implement and maintain a mission-focused EMS in accordance with the ISO standard. Ensure that Base Support activities support military training and readiness operations, enhance mission accomplishment, and are conducted in a manner conducive to environmental stewardship. Unit Commanders Appoint an EO at the appropriate levels within the unit to ensure compliance actions take place. Instill an environmental ethic in Soldiers and civilians under their command. Environmental Officers FM –Advises the unit on environmental compliance during training, operations, and logistics functions. –Advises and updates the commander on the unit’s environmental performance. –Coordinates between the unit and higher/installation headquarters’ environmental staffs. –Manages information concerning the unit’s environmental training and certification requirements. –Performs unit environmental self-assessment inspections. –Performs environmental risk assessments.
