Collider-Accelerator Department EBIS Commissioning Accelerator Readiness Review (ARR) Conduct of Operations Administrative Controls Ray Karol May 2010 EBIS ARR

C-AD Conduct of Operations Follows requirements of DOE Order , Conduct of Operations Requirements for DOE Facilities using a graded approach – Compendium of good practices for operations and safety – Operations are conducted in a manner that assures an adequate level of safety; – Staff have procedures in place to control the conduct of their operations; – Review existing and planned programs important to safe and reliable operations; and – Assess the effectiveness of requirements, plans, and procedures (Plan-Do-Check-Act)

C-AD Conduct of Operations Conduct of Operations – 18 Topics – OPERATIONS ORGANIZATION AND ADMINISTRATION – SHIFT ROUTINES AND OPERATING PRACTICES – CONTROL AREA ACTIVITIES – COMMUNICATIONS – CONTROL O F ON-SHIFT TRAINING – INVESTIGATION OF ABNORMAL EVENTS – NOTIFICATIONS – CONTROL OF EQUIPMENT AND SYSTEM STATUS – LOCKOUTS AND TAGOUTS – INDEPENDENT VERIFICATION – LOGKEEPING – OPERATIONS TURNOVER – OPERATIONS ASPECTS OF FACILITY CHEMISTRY AND UNIQUE PROCESSES – REQUIRED READING – TIMELY ORDERS TO OPERATORS – OPERATIONS PROCEDURES – OPERATOR AID POSTINGS – EQUIPMENT AND PIPING LABELING

C-AD Conduct of Operations C-AD Conduct of Operations Program is documented in a Compliance Matrix at: – Has samples of how each of the 18 C of O elements are addressed First matrix approved by DOE in 9/91 Current matrix approved by DOE BHSO 3/27/2006 When new DOE draft Order O 422.X, Conduct of Operations approved, C-AD will revise our C of O Compliance Matrix to comply with the new Order requirements and the Order’s Compliance Matrix format
