Baseline on green economy in EU During the past decade the understanding of GE within the EU and its MS was increased as following: – Green Economy needs to root the concept in the existing SD framework – GE has potential for the social dimension of SD – GE means also willingness of EU to financial and knowledge transfers to foster the implementation of a green economy in emerging and developing states. – Existing international financial instruments, i.e. payment for ecosystem services schemes should be also used for financing the transition towards a green economy in developing and transition countries. Baseline on green economy in EU – Existing international financial instruments, i.e. payment for ecosystem services schemes should be also used for financing the transition towards a green economy in developing and transition countries. – The EU is using public funds, especially official development aid as well as private capital to foster the transition to a green economy. – A number of policy instruments for the transition towards a green economy are already prepared. Rather than providing new policy tools, focus will be on identifying of most feasible instruments (in terms of effectiveness, efficiency and acceptance) and on the implementation of those instruments. – GE concept in the EU is focused on so called second-generation environmental problems such as climate change and biodiversity loss but as well as on so called first-generation environmental issues as air, water, soil, pollution. Europe 2020 Strategy The strategy aims to have by 2020 an economy in Europe that is smart, sustainable and inclusive, and delivers high levels of employment, productivity and social cohesion. The flagship initiative for a resource-efficient Europe provides a long-term framework for actions in many policy areas, supporting policy agendas for climate change, energy, transport, industry, raw materials, agriculture, fisheries, biodiversity and regional development. Country selection Germany, Sweden, Denmark – selected because of relevance to the ToR; these countries have extensive experience in Green Economy practices.
