2 FAR (a) – It is the policy of the Gov’t to provide maximum practicable opportunities in it acquisitions to small business, veteran owned small business, service-disabled veteran-owned small business, HUBzone small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have maximum practicable opportunity to participate as subcontractors. FAR Requirements

3 Establishing Goals The Small Business Act, Public Law (15 U.S.C. 644(g)) requires that the President establish annual Government-wide goals for procurement awards to small businesses. The individual agency goals must represent the estimated maximum practicable opportunity for small businesses to participate in the performance of contracts let by the agency. Because of the nature of HHS’ purchases, it continues to strive to meet and exceed the regulatory minimum goals for Small Businesses.
