3 3 Three Major Types of Business Opportunities at DHS  Contracts and Subcontracts (assisting small businesses to identify contracting and subcontracting opportunities is the focus of the OSDBU)  Research and Development  Grants to State and Local Governments (potentially resulting in a state or local government procurement opportunity)

4 4 Small Business Acquisition Policy  DHS small business policy is derived from the Small Business Act  Further, DHS small business acquisition policy is a shared responsibility among all DHS employees involved in the acquisition process

10 10 DHS Small Business Considerations 1.Small Business Prime Contracts (such as 8(a), HUBZone, Service Disabled Veteran Owned Small Business, Traditional Small Business Set-Asides, Various MACs, GSA Federal Supply Schedule, etc.) and any other new programs that become available 2.Small Business Teams or Joint Ventures 3.Full and Open Competition (Subcontracting, Mentor-Protégé Program, etc.)
