Collaboration between Statistics Belgium and NMCAs Statistics Belgium IGN/NGI Land Registration Authority Pierre Jamagne GIS unit Statistics Belgium EFGS 2015 Vienna Conference

 1. General agreement between Statistics Belgium, NGI and Land Registration Authority  2.Common projects/actions with NGI  3.Common projects with the Land Registration Authority  4.The future : increased collaboration with the Regions

1. General agreement between the Land registration authority, the National Geographic Institute, and Statistics Belgium

 When? Since 2008  Main intended points of collaboration :  To share the collection of common data  To Exchange Know-how  To have a common policy for the data dissemination  To keep informed the other partners about call for international projects

2.Common projects/actions with National Geographical Institute (NGI)

2.1.Realisation of a common product : statistical districts (neighbourhoods) on 1/ topographic background  NGI : provides recent 1/ topographical maps  Statistics Belgium : overlay statistical districts and topographical map, map design and production,  Technology used : data driven page from ArcGis to produce automatically 443 maps  Contract : started on 02/2005, tacit reconduction

Urban area Rural area

2.2.Topomapviewer (developed by NGI)  Webmap service to display different geographical themes (statistical districts, administrative boundaries, ortophoto’s, topo map,)

2.3.Inspire implementation  NGI coordinates the implementation of Inspire at the federal level  STATISTICS BELGIUM WILL BE A PARTNER In the project INITGeoBE led by NGI with following objectives :

 1. To set up a geo-ICT strategy at federal level  2. To define an on-going project aiming at the technical implementation of the federal geo- platform in accordance with the geo-ICT strategy. It should be operational by the end of 2017 with discovery, download and view services (

 3. To implement a metadata catalogue service on all spatial datasets and services existing at the federal level (INSPIRE and NON-INSPIRE).  4.To determine the policy for access right and use of spatial data sets and services accessible through the geo-portal.

2.4. Dissemination Agreement with NGI for the dissemination of the statistical districts boundary file (vector file) as well for statistical districts on topographic background The agreement is going to be replaced by an opendata licence to disseminate free of charge the statistical districts boundary file

2.5.In the pipe-line: project for the determination of the population figure for large Belgian human stettlements on a 1/ scale

2.6. Acquisition free of charge of the street file of Belgium via NGI Usage : to locate adresses which could not be georeferenced by the Land Registration Authority

2.7. NGI Land cover files are now accessible They are being assessed in view of improving our land use/cover statistics which is currently based on cadastral data

3.Collaboration between Statistics Belgium and the Land Registration Authority

3.1 Land use/cover statistics  Our land use/cover statistics data are figures originating from the Land registration Authority

3.2. Administrative boundaries With the implementation of the Inspire Directive, The Land Registration Authority is the maintainer of the administrative boundary file and makes it available to Statistics Belgium for its statistical districts (internal use until now )

3.3.Set up of Point based spatial reference for statistics  Each year since 2009, the Land Registration Authority determines for us the x,y coordinates of the adresses present in the National Population Register  and makes available the numeric cadastral map (Cadmap),  Based on a contract / Frequency : once a year

 used since 2009 for :  yearly demographic data at statistical districts level  same for income data at statistical district level  Same for census 2011 data at statistical district level  the 2011 Geostat population grid

 Data quality :  99,x % adresses are determined by cadastre (most are exactly determined, others interpolated or extrapolated)  Remaining adresses : determined by Statistics Belgium (reuse of Cadmap, regional georeferenced adresses file, contact with commune, field work)

5A 5B5C 5D5E 5F x,y Further improvement to be done : to determine the exact location of houses with the same number followed by a different letter : houses 5A, 5B, 5C, etc, have been allocated the same coordinates.

3.4. Realisation of the DSECR tabular file  It’s a file giving for each statistical district (neighbourhood) its content in street segments (street name, streetcode, begin and end house number) Ref.datumGemeenteNIScodeSectorcodeStraatcodePaar/OnpaarVan nrIndex (bus)Tot nrIndex (bus)Nom de rue (Nl) Straatnaam (Fr) Date de ref.CommuneCode INSCode secteurCode ruePair/ImpairDe numéroIndex (boîte)A numéroIndex (boîte) Straatnaam (Nl) Nom de rue (Fr) 01/01/2012BEERNEM A Aardappelstraat 01/01/2012BEERNEM A Aardappelstraat 01/01/2012BEERNEM A Akkerstraat 01/01/2012BEERNEM A Akkerstraat 01/01/2012BEERNEM A Akkerstraat 01/01/2012BEERNEM A Akkerstraat 01/01/2012BEERNEM B Akkerstraat

4.The future : increased collaboration with the Regions

4.1. BEST Address Project  The aim of the project is to create a legal act in view of creating and maitaining an adress register. It will involve the federal and the regional governments :  Each of the three regions (Flanders, Brussels, Wallonia) will have to develop for its territory an address register by 1st January 2017 according to a common standard,  It will be Inspire compliant and will contain geographic coordinates,  It will be initiated by the communes and managed by the Regions,

 The administrations will have free access to it and will have to use the adress register for their missions,  The 3 registers will be accessible through a common geoportal,  How far is it the project? A project of legal act (cooperation agreement) has been transmitted to the Council of Ministers and the approbation is expected in November.

4.2 Towards a building register  In 2014, Statistics Belgium joined the Belgian working group « BUNI » set up by the Belgian Inspire Commitee and which aims at developping a building register.  The working group is composed of NGI, LRA, the Regional mapping agencies (Flanders, Brussels, Wallonia).

 Statistics Belgium would like to have it as a tool useful for building and dwelling statistics.  Statistics Austria was invited in Belgium to present its Building/Dwelling register in October 2014.
