1 Country report - Sweden
Task Force on the integration of statistics and geospatial information – item 6 of the agenda

2 Legal context Extensive legal support for georeferencing of administrative data (as long as purpose is official statistics) Georeferencing of survey data, more restrictive Lack of integration of statistics and geospatial information is not really due to legal conditions 20 November 2013 Task Force on the integration of statistics and geospatial information - kick-off meeting

3 Organisational setup “Geography database” (GD) key for all (almost...) georeferencing activities (see chart): - Connecting all levels of administrative and statistical units with spatial references (address and real property codes) - Incorporating external administrative units - Annual updates - History is kept in the GD 20 November 2013 Task Force on the integration of statistics and geospatial information - kick-off meeting

4 Digital delimitations
Postal services Election Authority Land survey (real estates reg.) Municipalities Population Cadastre Address Coordinates Sub municip. units Postal codes Electoral districts Labour market Education Geography database Digital delimitations Localities Real property Address Smaller localities SCB Income SAMS Misc.use Regional divisions Vehicles Adresses Church Parliament Real estate assessment Work places Statistics at any spatial unit!

5 Register ”spheres” at Statiatics Sweden
Age Sex Reg. of marri-ages Population reg. Vehicle reg. Register based labour statistics GD Real estate reg. Business reg. Building NACE codes Address Revenue Tax assessment Employees Dwelling Value-added Water/Waste water

6 Admistrative and statistical units in Sweden – Levels and hierarchies
Key code levels Delimitations Country NUTS 1 NUTS 2 NUTS 3 County Municipality Local labour marked area (LA) Functional analytical area (FA) Real property Locality Parish Diocese Contract Incumbency District Groups of munici-palities Metro-politan areas LAU 2 Address Dwelling Coordinate Digital boundaries Building Key Code area NUTS 0 Admistrative and statistical units in Sweden – Levels and hierarchies

7 Data sources - Real estate register (address, real property code and buildings) - Real estate tax assessment register - Cadastral map (Land use, land parcels, buildings, - Land cover data - National road network - The Land Parcel Identification (LPIS) - Protected areas (national database) - Remote sensing data (satellite imagery) - Etc, etc Are there data sources you would like to have but cannot/ do not exist at the moment? = YES, updated land cover data (high resolution) 20 November 2013 Task Force on the integration of statistics and geospatial information - kick-off meeting

8 Technical situation Success story:
Swedish geodata cooperation = revolution for integration of statistics and geospatial information (since 2011) Increases access to geodata. Making new statistical applications possible, increases quality of data. Integration of geodata and register data into new types of data 20 November 2013 Task Force on the integration of statistics and geospatial information - kick-off meeting

9 Production process and products
See Swedish examples in folder for “on-demand products” Besides this, georeferenced stats. used internally for production of official statistics on land use, building and housing, agriculture, water use etc Statistical products to become official European statistics: Gridded statistics on buildings and built up environments 20 November 2013 Task Force on the integration of statistics and geospatial information - kick-off meeting

10 Production process and products
Users: Broad range. Ministries, national boards and agencies, regional agencies, municipalities, banks, insurance companies, energy companies, consultancy companies, researchers, media etc General trend: requests for statistics on smaller units (sub LAU2 level, grids etc) 20 November 2013 Task Force on the integration of statistics and geospatial information - kick-off meeting

11 European harmonisation
Point based foundation for statistics most crucial! Overcome different conceptions of “information” within the statistical community and the cartographic community. Different traditions that needs to converge. Vision: Common understanding of geospatial information (Beyond maps or statistics) 20 November 2013 Task Force on the integration of statistics and geospatial information - kick-off meeting

12 Geographical analysis
Geography in all parts of the production chain? Geospatial data / applications in use Stat. Sweden registers Presentation Collection examination Samples New geodata products Quality improvement Geographical analysis New methods

13 Priorities (and challenges...)
The NSI:s needs to invest in technical environments suitable for processing of geospatial information (computing resources, storage etc). Far more demanding than “traditional” production Internal awareness-rising of the role of geography and geospatial information – not to be reduced to dissemination of statistics on “maps” Documentation templates, routines, guidelines etc not adapted to use of geospatial information Making statistics from geodata encompasses a different take on “micro data” (because someone else created it) 20 November 2013 Task Force on the integration of statistics and geospatial information - kick-off meeting

14 Priorities (and challenges)
Our production process: Not ideal, but it has potential! Better routines for storing, structuring and pre-processing the massive amount of geospatial info. that is available through the geodata cooperation. Extended meta data. To use the full potential of the shared bulk of geodata, a deeper understanding of the context in which data has been created and for what purpose. 20 November 2013 Task Force on the integration of statistics and geospatial information - kick-off meeting
