Challenges and Key Lessons Learnt  Assembly of Public Land National Department of Public Works  Custodian of strategically located land mainly in former provincial administrations areas  Land Release process turn-around time is long  Political and Administrative changes affected the programme  Administrative machinery well oiled but decision making slow  Some Municipalities have proceeded to develop on Public Works land without formal land release processes  Land is released/donated free of charge for low to middle income human settlements

Challenges and Key Lessons Learnt  Assembly of Public Land Department of Rural Development and Land Reform  Custodian of land mainly in the former TBVC states  Land Release process turn-around time has improved  Community resolutions required in respect of land with informal land rights  Land claims sterilised land for development  Land is released/donated free of charge for low to middle income human settlements

Communal Land Communal Land is state land allocated to traditional authorities DRDLR is the nominal owner Community Resolutions required prior to release of land for development- sometimes problematic to secure due to community dynamics Informal land rights holders also recognised e.g. for grazing, agriculture etc. Community must agree to envisaged development

Challenges and Key Lessons Learnt  Assembly of Provincially held Land Provincial Custodians  Provinces own and administer land  Land managed in terms of various Provincial Land  Administration Legislation.  Land release approval processes and format takes different shapes e.g. Land Development Agreement, Transfer certificate, endorsement in asset register, etc  Land Release turn-around time varies from Province to Province  Provincial Human Settlements Depts. still battle to access Provincially held properties

Challenges and Key Lessons Learnt cont…  Assembly of State Owned Companies Land State Owned Companies  State Owned Companies hold significant well located land required for human settlements  Some SOCs are bound by policy to offer non-core properties for public purposes prior to open market offer.  Market related compensation is payable  Land Release turn-around time varies from SOC to SOC

Challenges and Key Lessons Learnt cont…  Assembly of Privately Owned Land  Unrealistic land prices  Land price vis-à-vis end product cost  Current property market performance has resulted in availability of planned land  Government as purchaser- inflated prices  Expropriation option less explored  Application of property valuation methodologies
