Continued testing after qualification (10-30%) » Verify that products continue to meet the ENERGY STAR requirements regardless of changes in the production process » Provide consumers with confidence that ENERGY STAR products are delivering the savings they expect. Have EPA manage the qualification of products using the new testing requirements and export data back to host country » Approach already applied for e.g. in the case of Canada » EPA does not exclude accrediting labs outside of the US (using for e.g. recognised schemes such as TCO in the case of computers; the primary reference will be accreditation with ISO/IEC 65) » Provisions on public procurement would probably need to be dropped
