DELAY, DEFERMENT & EXEMPTION (DD&E)

DEFINITIONS Delay Deferment Exemption A request that necessitates a modification to the member’s report date, the member will activate & execute their assignment (not usually granted in excess of 112 days) Deferment A request that necessitates a delay in reporting in excess of 112 days. Usually results in orders being cancelled for identified deployment. Exemption A request that precludes the member’s activation and cancellation of issued orders. May result in an Administrative Separation

BASIC POLICY - SMCR SMCR Members automatically entitled to 30 days delay from date of NOTIFICATION Members will be activated effective their report/activation date unless Granted up to 14-day delay by local Commander Prohibited by CMC/CMFR policy The member requests delay, deferment or exemption

BASIC POLICY Members will not be delayed beyond the Local Commander’s delay authority, or assigned erroneous MCTFS Diary Codes to circumvent max delay authorities Commander’s latitude with NET activation dates in PP&O Activation Message Members with a bona fide request for exemption will be delayed until adjudication of their request

BASIC POLICY Members are responsible for submitting their own request for DD&E, with supporting documentation Provide assistance as you would a HUMS DD&E Process will not be used to circumvent established procedures for Hardship discharges or transfers Members’ deployment may be delayed for hardship at the discretion of Unit CO or CMFR

BASIC POLICY All DD&E requests must be submitted via Chain-of-Command Priority handling Goal is 12 days from request to arrival at MARFORRES G7 Use of Electronic Correspondence is encouraged Send advance Email copy of request to MFR G7 Once Activated & Deployed to ILOC – Do not submit DD&E request Request Early Deactivation Request Hardship Discharge

AUTHORITIES DELAY SMCR Unit Commander of activated Unit may delay upon request up to 14 Days from date of activation COMMARFORRES may delay any Reserve or Retiree up to 112 days from date of activation

AUTHORITIES DEFERMENT EXEMPTION COMMARFORRES may grant deferment to SMCR proving undo hardship as a result of being activated w/in dwell COMMARFORRES may grant a deferment to IRR/Retirees who prove unable to report w/in 112 days EXEMPTION Only COMMARFORRES can authorize an exemption May result in COMMARFORRES directing Administrative Separation processing

Mobilization Considerations USD Memo of 15Mar07 Considerations “to achieve fair treatment as between members in the Ready Reserve who are being considered for recall to active duty without their consent…” Length & nature of previous activation Family responsibilities Civilian Employment to maintain “National Health, Safety, or Interest” Submit DD&E Request for Marines RECENTLY deactivated and would cause unnecessary hardship to be reactivated

CATEGORIES OF DELAY TEMPORARY HEALTH DISORDERS NPQs will be not be activated (MCTFS Code should preclude) TNPQs not being activated will be delayed until physically qualified May be activated at the Unit Commander’s discretion, but only on the recommendation qualified medical personnel

CATEGORIES OF DELAY NEW PARENTS (Natural & Adoptive) New Mothers will not be activated until 16 weeks after birth/adoption (Automatic Delay) No need to submit DD&E Request Submit appropriate UD entries New Fathers may be granted up to 10 days Delay

CATEGORIES OF DELAY TEMPORARILY CONFINED AND/OR PENDING MINOR CRIMINAL CHARGES Delay will be authorized until resolution of the case Assess for Admin Separation PREGNANT MARINES WILL NOT BE ACTIVATED (Automatic delay) Automatically granted a delay until 4 months after birth

CATEGORIES OF DELAY TEMPORARY PERSONAL HARDSHIP (Clearly a threat to the health, welfare or safety of another) Delay beyond 14 Days may be granted by COMMARFORRES HIGH SCHOOL STUDENTS (Under age 20) Will be granted a delay until graduation

CATEGORIES OF EXEMPTION CONFIRMED HIV Positive Members DO NOT activate Members delayed until Exemption actions completed Should not have HIV+ SMCR Marines (MARADMIN 381-14) THEOLOGY/DIVINITY School Students Delay until Exemption actions completed Military Chaplain Candidates/Military Theological Student will receive Deferment

CATEGORIES OF SEPARATION PERMANENT HEALTH DISORDERS DO NOT Activate – Process for Separation CONFINED FOR SERIOUS CRIMINAL CHARGES Do not activate - Process for Admin Separation

“OTHER EXTENUATING CIRCUMSTANCES” SOLE SURVIVOR Activate but don’t deploy OCONUS Member may waive this Status SINGLE PARENT/DUAL MILITARY PARENT Activate as ordered Submit Hardship Discharge Application Family Care Plans required per MCO 1740.13C May be considered for exemption under extreme hardship provision

“OTHER EXTENUATING CIRCUMSTANCES” SIBILINGS Activate & Deploy until one becomes a Sole Survivor EXTREME HARDSHIP (a Bona Fide case of extreme personal hardship) AFTER ACTIVATION may submit for separation or other appropriate relief

“OTHER” CATEGORIES CONSCIENTIOUS OBJECTOR Must be a Satisfactory Participant Activate but do not deploy with unit Immediately contact MSC G1 Remain on station - I&I Staff to process Direct TAD excess to Alt site for processing
