Old Engineering Adage: You cannot improve something that you are not measuring

5 Basic Action Plans To improve access to goods and services through integrated urban planning To reduce the fuel consumed per passenger- or freight-kilometer traveled through modal shift To establish and implement fuel efficiency standards for new vehicles To massively increase the use of GHG- friendly biofuels To improve Fuel Efficiency in existing vehicles

Monitor each Action Plan Commitment Investment Timeframes Progress

The Monitoring Component Progress in each Action Plan –In each Country –By City –E.g.: BRT –Do we know: –Who? –Where? –When?

The PSUTA Policy Circle Diagnosis; Indicators measuring the state of the system and trends Implementation; Indicators used in choosing policies and technologies Prognosis; Indicators measuring baseline and outcome Communication Consolidation; Indicators used to explain results Rebalancing; Indicators measuring performance after adjustments Evaluation; Indicators measuring actual performance vs expected

How to measure progress Need a core set of meaningful Indicators –Consistent from city to city and between countries –Allow comparison and consolidation of results Additional indicators covering specific needs

Meaningful Indicators will be different for different stakeholder National Level – Climate Change – Energy Consumption by type of fuel – Vehicle Population by efficiency standards – Local Level – Congestion – Air quality – Passenger - km by mode – Indicators for Greenhouse gases and Co-benefits

Indicators for: Fuel use Congestion Traffic patterns Public transport Travel behavior Secondary transport effects Business and economic impacts Social impacts Environment To measure future change we need to know where we are now
