1 The ADELE Programme 2004 assessment and 2005 prospects In February 2004, when launching of the ADELE Programme for the period , the Prime Minister decided that the progress of the work achieved as regards egovernment is measured each year

2 The assessment of the measures carried out in 2004 The assessment of the 140 measures launched in February 2004 (270 projects) was worked out in a general consensus. It shows at the same time an advance on the initially set aims (25% of the projects are operational to 31 December 2004, 31% will be so in April 2005) and a starting point of the pooling of all the projects between administrations (43%).

3 Main figures The 2 diagrams below show the forecasts of carrying out of the governmental Programme ADELE over the 4 years. Figures are to constant perimeter and do not take account of the new projects (updating of the action plan in 2005).

8 The take-up of the services by the users (1) Citizens as well as professionals and companies appropriate increasingly the on-line administrative services : The 3939 Call centre celebrated at the end of April its millionth call received since its launching in October The portal received 26 million visits in 2004 (approximately 2 million visitors per month), and more than 200 million pages were consulted. More than 90% of the administrative forms are accessible and can be downloaded on-line on all the public sites, the objective being to reach 100% in 2005.

9 The take-up of the services by the users (2) the on-line income tax return was used by more than 1.2 million taxpayers in 2004, the target 2005 was to reach 2 million on-line statements, an objective which is already out of date. almost 60 % of the certificates of non pledge for the vehicles are now delivered on-line, via the service grey proposed by the ministry of the Interior. 5 million were delivered on-line in 2004, out of a total of 8 million requests. more than half (52%) of the extract requests of criminal record were carried out on-line in 2004, which represents slightly more than 950,000 requests.

10 The take-up of the services by the users (3) 3 months after its launching on 1 January 2005, more than 4,000 public purchasers use the platform "marches-publics.gouv.fr“ more 60 % of the healthcare sheets are treated by the Sesam Vitale system, with the advantage for the person insured of reducing considerably the refunding periods.

11 Objectives 2005 The 2005 action plan is resolutely oriented towards the efficiency of the administrations (71% of the measures 2005 versus 46% of the measures 2004). 19% corresponds to the launching of new services on-line projects for the users (versus 43% in 2004) and 10% are intended for the technical and security infrastructures (versus 11% in 2004).

12 Measures for improving the efficiency of the administrations (1) the adaptation of the existing information systems to the LOLF will be carried out with in particular the generalization of the new application ACCORD for management of the public expenditure within the central administrations the extension of the digitization of the exchanges between the State and the local authorities will be carried out for the control of legality (ACTES) and the accounting management (HELIOS)

13 Measures for improving the efficiency of the administrations (2) the extension of the use of open source software will be carried out in the ministries likewise the use of the voice on IP for the telephone calls, the MAREVA methodology of value analysis will be set up for all the ADELE projects in The ADAE has yet applied MAREVA to its projects : the generated direct earnings over the period are 490 M€ in the sector of the State (1,160 B€ in the whole public sector), to which 135 M€ must be added from avoided expenditure, while the cost of these projects is 188 M€. the master plan of the electronic administration will guarantee the overall consistency of the Programme and optimize the technical resources pooled (Trust infrastructure and shared reference frames).
