Page 5 Post-Award Contract Timeline Transition Period Not to Exceed 180 Calendar Days Phase In Period 45 Calendar Days Remainder of Contract -Focus is on assuming the responsibility of all the work required to be performed. -Get all staffing related issues resolved and employees badged -Generate initial DRDs Contract Start -Perform tasks, functions, services, and generate products as defined by existing ISS documentation. - The framework of the offeror’s proposed changes will be accepted and documented in the Model Contract along with their schedule defined in the Transition Plan. -To formally capture the changes proposed by the offeror’s, the contractor shall generate the CRs to document the process and product updates defined in their Model Contract. -Gain approval of the updated functions, services, and products at the SSPCB. - Clearly identify dependencies on NASA concurrence/approval and it’s effect on your schedule. - Deliver the SPIP Change Request that will need approval from the IPs. -Implement the changes approved during Proposal & Transition Period. -NASA and the MAPI Contractor will work changes thru the IPs that require approval at the Partnership Level. -Utilize the Innovations and Efficiencies SOW requirements to continue to streamline and reduce cost.

Page 6 Proposal Linkage “Additional Information” Phase-In Plan covers the period of time before the contract start. There must be linkage between the Technical Volume, the Management Volume, the Work Plans that are required to be submitted for years 1 and 2, the BOEs and the Cost Volume. The contractor must clearly demonstrate that they understand the requirements that must be performed as they assume responsibility for the contract and link the Transition Plan to that understanding. The contractor has the flexibility to define the transition schedule and the processes/products that are being proposed to evolve. The Transition Plan must demonstrate the plan for immediate implementation at contract start, completed implementation or implementation initiation by Contract Start plus 180 calendar days. The contractor has the flexibility to define the number of work plans but the total number shall not exceed 10. Work Plans will be generated for years 1 and 2 so that the efficiencies being proposed by the offerors are appropriately captured in the cost volume. The offerors will cost all 8 years of the contract. The government expects that the offerors will continue to find enough synergies and efficiencies to completely accommodate inflation during the POP. The proposals will contain a Model Contract with all the proposed solutions documented including a redlined SOW that shows the implementation of the Transition Plan. Mission suitability is more important than past performance. ** Based on input received from Industry in the One-on-Ones, the Mission Suitability Factor is being updated to appropriately emphasize the scoring for Innovations and Efficiencies in both the Technical and Management Sub-Factors. Only the Mission Suitability Factor will be scored 1000 points. Offerors will be requested to propose efficiencies which will be negotiated and incorporated into the resultant contract.
