3 3 Procurements of $50 million or more Headquarters selection vs. Field Center selection – Master Buy Plan – Procurement Strategy Meeting – Considerations Program Hardware actions are typically HQ selection Support Services Contracts typically Field Center selection – Consider expertise of the procuring Center – Prior protests Hybrid approach – delegate RFP release but reserve selection Where source selection occurs does not really impact procurement except schedule – it takes a little longer MSFC utilizes same process for Source Evaluation Committees Application of the SEB Process

8 8 Cost/Price Factor Importance of factor varies by each procurement Cost evaluation is a Line-by-line analysis. Analysis is baselined from the Independent Government Cost Estimate (IGCE) which is developed from the SOW and WBS prior to RFP release Probable Cost Developed using Offerors proposed operational concept and IGCE (as a yardstick) Identification of differences in proposed business methods, operating procedures, and practices as they affect cost Not numerically or adjectivally scored although an overall cost confidence level (high, medium or low likelihood of the Offeror being able to perform at the Probable Cost value) is assessed NFS 1815.305

9 9 Independent Government Cost Estimate (IGCE) The IGCE is a cost estimate prepared in response to the SOW & WBS and is one representative approach to accomplishing the contract: Based on a set of pricing assumptions Consist of a staffing and resource estimate at the WBS level at which the SEB intends to evaluate cost proposals Rates are developed to price the IGCE The IGCE is crucial as it will be used as a yardstick to evaluate offeror cost proposals The SEB takes full “ownership” of the IGCE
