Scope of the presentation: To present the IACS UR which has been approved by Council. To explain the background to it, how the draft UR was developed and show how industry comments were discussed and incorporated into it. The next stages of the groups activities

Introduction : At MSC 77 (2003) the Bahamas and Greece proposed IMO ’ s involvement in developing Goal-based standards (GBS) for shipbuilding. OCIMF made a submission which called for the consistent implementation of classification requirements. IACS Council have agreed to include the development of GBS for shipbuilding into its strategic plan – a joint submission IACS/ Bahamas/Greece was made to MSC. MSC agreed that a new work programme item to be placed on the agenda of MSC 78 in May 2004 IACS Council agreed to establish an Expert Group for developing Unified Requirements for the survey of New Buildings in December This group submitted a final draft which incorporated industry comments. Council approved UR Z23 in July 2006 and issued it in August for implementation from 1 Jan 2008.

Objectives of the expert group Develop comprehensive unified requirements for survey – concentrating on the hull structure Establish a link between classification and statutory surveys and the draft Goal-based standards being developed at IMO Ensure that the Unified Requirement is robust and meets the expectations of industry (taken from the form A)

Goal-based new construction standards application to hull new construction survey … Basic Principles – 5 And requirements developed & applied by Administrations or Classification Societies ….. should be capable of demonstrating compliance with the goal-based standards Tier I – Safety Objectives: I-5 Quality of Construction Ships should be built in accordance with controlled quality production standards, due care to health & safety of personnel & by using original materials, capable of maintaining their physical & mechanical properties during the expected design life Tier II – Functional Requirements: II – 7 Construction quality procedures The ship construction quality procedures should include specifications for material manufacturing, assembling, joining and welding procedures, steel surface preparation and coating

Industry Comments received from: Shipbuilders Association of Japan Intertanko Chinese Shipbuilding Industry Intercargo EMSA

The make up of UR Z23 Defines the scope of survey – sub-contractors and shipbuilders to be treated alike. Assessment of the construction facilities required. Provides a list of surveyable items for the hull structure. Requires newbuilding survey planning. Requires on the examination and test plan for newbuilding activities. Requires demonstrable proof of consistency of surveys and describes auditable information. Defines the requirements for the Ship Construction File.

Next steps: IACS Council has requested the expert group to continue with specific tasks which include: – develop a UI for initial statutory surveys at new construction – discuss the issue of coating in its review of statutory issues, consulting with the IACS expert group on coatings
