1 CUSC Amendment Panel Recommendation

2 Background CAP100 requires the Amendments Panel to undertake a
Recommendation Vote on each CUSC Amendment and any Alternatives CAP101 removes the Amendment Panel Chairman’s casting vote The Authority decision was received on 22nd December and Implemented on the 10th January CAP100/101 introduces a new stage to the Amendments Process The recommendation will change the role of the Amendments Panel and operation of Panel meetings

3 New Role of the CUSC Amendment Panel
All Amendment Reports will be tabled prior to submission to the Authority Panel Members and any appointed Alternates will be required to discuss and vote upon each Amendment and any Alternatives against the Applicable CUSC Objectives Only Panel Members and Alternates are able to participate in the discussion prior to the Recommendation vote and the vote itself Panel Members will be required to explain their recommendation which shall be recorded by the Panel Secretary in the Amendment Report

4 Mechanics A new Agenda item for the Recommendation vote
A 1st draft Amendment Reports will be distributed a week before the meeting along with other CUSC Papers The Chairman shall facilitate the Recommendation discussion and Vote National Grid will present the Amendment Report to the Panel and provide a brief overview of the Amendment and any Alternatives The Panel will debate the report and any relevant issues Each Panel Member will make a recommendation on each Amendment and any Alternatives, in relation whether it better facilitates the Applicable CUSC Objectives E.G Each Amendment and Alternative will be assessed individually and Panel Members will not be required to rank or indicate a preference, but can if they wish to do so, when providing their recommendation reasoning

5 Mechanics continued Panel Members can Support, Appose or Abstain when
voting Panel members will be required to state a reason for their particular decision which shall be recorded by the Panel Secretary Following the meeting a 2nd draft Amendment Report including the Panel Recommendation shall be circulated for a period of 5 days This provides the Panel with a opportunity to review the Amendment Report and ensure their views have been correctly represented Any unresolved comments will be reflected in the final Amendment Report The final Amendment Report will be submitted to the Authority

6 Voting The table below indicates those Panel Members that will participate in a Recommendation Vote Voting Panel Members User Members x 7 EnergyWatch Member x 1 National Grid x 1 Non-Voting Panel Member Panel Chairman Panel Secretary National Grid Authority Rep

7 Implementation dates The Panel has responsibility for proposing an implementation date prior to submission to the Authority, if a disparity occurs between National Grid and the Industry (Clause 8.20 g) Following the implementation of CAP100/101, the Panel Working Procedure for CAP086 has become redundant Therefore, Panel responsibility under CAP086 can be incorporated with the Panel Recommendation Vote process at Panel Meetings Following the Recommendation Vote, if required the Panel will be Requested to debate and vote for an Implementation Date per Amendment and any Alternatives A simple majority will determined the Implementation Date and will be included within the final Amendment Report
