TAKING WASH IN SCHOOLS TO SCALE 5 TH World Water Forum Istanbul March 19 th 2009

Oxford Roundtable Agreement 2005: a minimum package for WASH in schools:  water  separate toilet for girls and boys  handwashing with soap  hygiene education  policy development and institutional arrangements Critical to achieve MDG’s 2, MDG 3, and MDG 7 Focus on scaling up while retaining quality Challenge: to meet institutional and capacity requirements

Excellent Initiatives See examples today UNICEF support increased:  from 50 to 86 countries  UNICEF Global WASH strategy : separate target for WASH in schools  Work with WHO on Minimum standards Global Handwashing Day focused on school children: almost 200 million children reached New learning from the SSHE study and the scaling up with quality project: great insights as to what works and indeed doesn’t work Work with WHO on minimum standards with peer review worldwide But implementation varies according to country/region!

Norms and Standards Are the present norms and standards clearly defined or adhered to? Are the present norms and standards inclusive and child – girl friendly?

Progress Data Do we have the data about progress at national level? Do we report on separate toilets for girls? Who owns and uses the data?

DISE Primary with Upper Primary Schools having Separate girls toilets Challenge of alignment of data Of Education Department and Department of Rural Water Supply

Quality of Hygiene Education Is hygiene education integrated in national curricula? Are children at the center? Have we developed strategies to help girls to cope with change during adolescence?

Policies and Institutional Arrangements Are budget allocations available and sufficient? Do all new schools NOW include WASH facilities based on the norms? Did convergence happen: is the process owned by the education sector ? Does the WES specialist STEP IN with an EXIT STRATEGY in mind?

Thank You We can’t afford to fail As we will fail for another generation
