St Austell Framework Plan / Cornwall Site Allocations Document Recent consultation on St Austell Framework Plan – Options Brief summary of the consultation feedback Context Framework Plans for most of Cornwall's main towns Informing the content of the Cornwall Site Allocations Document Each town has a local member steering group, plus discussions with Town Council: - ongoing local involvement - steer and support the process Before leading into the Cornwall Council Committee process

Framework Plan / Site Allocations - Stages 1.Review the evidence with local steering group 2.Draft Options 3.Public consultation on Options – April/May Review consultation feedback 5.Amend and prepare preferred Plan with local steering group 6.Further public consultation on the Cornwall Site Allocations Document / Framework: Early Review comments 8.Finalise plan – Submit Site Allocations Independent examination - Adoption

Framework Plan – consultation period summary 6 week public consultation period 7 th April to 19 th May Summary leaflet/posters/school satchel drop/press release Options document published online & placed in the OSS & Library Survey online & paper copies 3 public exhibitions held: Fri 25 th April: Bethel Hall, 60 attended Sat 26 th April: White River Place, 90 attended Mon 28 th April: St Austell Library, 58 attended Online & exhibition results 390 surveys completed (234 online & 156 on paper) Written comments / representations – 49 received by /letter E-Petition – 1501 signatures – included in the review of comments & responses Independent Survey, local action group – 1362 responses, own brief analysis, included in the review of comments & responses Statement of Community Consultation summarises the above process & results

Neither Retail Strategy 88 respondents said that they did not support either strategy. 60 respondents suggested alternative sites with Coyte Farm primarily mentioned. Plus E-petition: 1501 signatures in support of Coyte Farm

Housing Options 306 responses

Housing Options 306 respondents: SAUE 1 Trewhiddle Penwinnick Rd: people either strongly supported or supported this option, proving to be the most supported option - 82 did not support this option - 72 neutral SAUE2 Mount Stamper Rd - 68 people either strongly supported or supported did not support this option - 98 neutral SAUE3 Trenowah Rd - 92 people either strongly supported or supported - 86 did not support this option neutral SAUE4 Holmbush Rd - 68 people either strongly supported or supported did not support this option proving to be the least popular option - 76 neutral

Housing Options Plus: Independent survey submitted during the consultation period by local action group: SOUL 1362 respondents Indicating SAUE1 Trewhiddle as the most favoured option for housing (over 70%) Indicating SAUE2 Mount Stamper Rd as least favoured option (over 90%)

Transport Options 307 responses:

Written comments / representations 49 representations received in total Public, agents/developers: 39 Statutory consultees: 10 (includes Town & Parish Councils, Natural England, English Heritage) Key issues raises: Retail, Housing, Infrastructure, Coyte Farm Review of comments: 1.Grouped into themes, employment, retail etc. 2.Analysis of comments by theme – identify the key issues 3.Key issues given Officer responses & recommendations 4.Steering group review & agree recommendations for the Framework 5.Summary of process set out in Statement of Community Involvement – presented to Cornwall Council formal committee for formal consideration

Broad Recommendations Ensure that the next draft document is easier to navigate Review the ‘Vision’ for minor amendments Increase the emphasis to be given to tourism in the Framework Undertake further assessment of the options for retail alongside an update to the Cornwall retail evidence base study - consultation Gather further evidence to inform prioritisation of the housing site options for consideration alongside the consultation comments Review if further employment space can be identified in St Austell in particular for industrial use Further assessment to clarify infrastructure requirements, for highways, education, utilities and open spaces

Next Steps – Framework /Allocations DPD September / October Evidence base work Framework Plan member Steering group meetings Present the Statement of Community Consultation to the Cornwall Council committee to enable it to be published Winter 2015 Pubic consultation on the Cornwall Site Allocations Document (section on St Austell) 2015, following Cornwall Local Plan Examination: submit Site Allocations Document for examination Once the Cornwall Site Allocations DPD is adopted the Framework Plan can be endorsed by Cornwall Council. Until then it will be supporting evidence to the Allocations Document
