2 WALTON & WELLESBOURNE WAY NEIGHBOURHOOD PLAN Why did we decide to make a Neighbourhood Plan Wellesbourne & Walton have recently completed a Parish Plan Issue is that Parish Plan is only used for reference in District Planning A Neighbourhood Plan has “statutory status” so becomes integral to the Planning process Presentation made at Village Hall in Feb’ 2014 150+ people present Various presentations (including by Kineton NDP) Unanimous vote to proceed with developing a Plan

3 WALTON & WELLESBOURNE WAY NEIGHBOURHOOD PLAN How will it be structured Inaugural meeting hosted by Parish Council and attended by 15 people John Hargis nominated as Chairman Assessment made of skills within the group (predominantly residents, not Councillors) Roles & responsibilities established Steering group structure set up terms of reference funding protocol for reporting to the “Qualifying Body” (Parish Council) Agree “Area of Designation” (to get formal agreement of SDC to proceed)

4 WALTON & WELLESBOURNE WAY NEIGHBOURHOOD PLAN What shall we do to engage with the community Advertise what we are doing (monthly update in Wellesbourne & Walton News) Make contact with community (Street Fayres; School Fete; Open Forum sessions) Get feedback on likes, dislikes, wishes, anything else...... Include organisations, businesses, land owners Ensure range of issues covered: Housing; healthcare; shops; traffic; parking; local jobs; leisure facilities; open spaces; public transport Keep adjacent Parishes aware / involved in what is going on Collate feedback as input to a community-wide questionnaire design; deliver; analyse results possible involvement of consultant

5 WALTON & WELLESBOURNE WAY NEIGHBOURHOOD PLAN What are the key milestones Establish Area of Designation (SDC formal endorsement to proceed) Aug/Sep 2014 Carry out questionnaire (review and identify key findings) Oct/Nov 2014 Identify themes, aims, vision & options Jan/Mar 2015 Prepare policies & proposals (produce draft report) Apr/Jul 2015 Consult on report (community & Parish Council) Aug/Nov 2015 Submit revised report to SDC for support Jan/Apr 2016 Send report to Gov’t Inspector to assess soundness May/Jul 2016 Undertake community-wide referendum Sep 2016 Achieve above 50% “yes” of votes cast to enable Neighbourhood Plan to be “MADE”
