Overview of the Geomatics Standardization in China LI LI Head of China Delegation, ISO/TC 211 Secretary-general of National Standardization Technical Committee for Geomatics

Content The Management mechanism & organization of Chinese Standards Geomatics Standardization in China Future challenges

Legal basis of standardization Legal basis of standardization “Standardization law of the People’s Republic of China” The law was approved by the Standing Committee of the 7th China National People’s Congress on 29 Dec. 1988, and implemented on 1 April , 1989

Legal basis of standardization Legal basis of standardization –“Implementation rules for the standardization law of the People’s Republic of China” Promulgated by the State Council in April 1990 –“Management method for China national standards” Promulgated by the General Administration of Quality Supervision Inspection and Quarantine of PRC ( AQSIQ ).

Management of Standards Competent administrative authorities, eg.SBSM AQSIQ State Council eg. CH The dept. of standardization administration of provinces, autonomous regions and municipalities SAC SAC/TC290 … … SAC/TC230 … SL ………

SAC Standardization Administration of the People's Republic of China (SAC) was established & authorized by the State Council of China in April exercise the administrative functions carry out centralized administration for standardization in China. Website:

SAC - the main responsibilities 1.to draft and revise the state laws and regulations on standardization 2.for formulating the development programs on standardization 3.for organizing the development and revision of national standards 4.for the management of the funds used for developing and revising national standards and the funds specially used for research on standards and standardization activities 5.to manage and guide the scientific & technical work related to standardization as well as the dissemination, education and training concerned 6.for coordinating and administering national technical committees of standardization concerned 7. to carry out the notification and inquiry work of standards stipulated by WTO/TBT Agreement

System of China’s standards Mandatory standards 85% 15% voluntary standards National standards

Adoption of International Standards

International Exchange and Cooperation SAC represents China in 12 international and regional standardization organizations, such as ISO, IEC and the Pacific Asia Standards Congress (PASC) P member of 145 Technical Committees & O member of 356 subcommittees in ISO P member of 89 technical committees & 88 subcommittees in IEC hosts 1 secretariat of ISO Technical Committee & 5 secretariats of ISO subcommittees SAC has established cooperation relationship with 52 countries in standardization field

Major Geomatics Standard Organizations (1)Geo-Spatial Information Coordination Commission of China was formally founded in 1998 sanctified by the State Department. One of its major functions is to organize, study and formulate the planning, standards, policies, and development strategies for the national spatial information infrastructure construction and GIS development. (one office in National Development & Reform Commission of China (NDRC))

Major Geomatics Standard Organizations (2) National Standardization Technical Committee for Geomatics (SAC/TC 230) was established in 1997 under the approval by AQSIQ and as a nationwide technical organization engaged in standardization for the field of geo-information. The aim is to establish a structured set of standards for information concerning objects or phenomena that are directly or indirectly associated with a location relative to the Earth. The main responsibilities are increasing the availability, access, integrating, and sharing of geographic information, accelerating national level of geomatics standard, promoting the service & application. Commissioned by SAC, the State Bureau of Surveying and Mapping (SBSM) is in charge of directing and managing of SAC/TC230. Both the Secretariat of SAC/TC230 and the Chinese Technical Administration Office of ISO/TC 211 are attached to the National Geomatics Center of China (NGCC).

SAC/TC230 Organization ( ) WG 2 Software WG 3 LBS & Navigation WG 4 e-Government WG 5 Planning & strategy WG 1 Data & Products Standing Committee Secratariat WG 6 ISO/TC211 Advisory Group

SAC/TC230 the Five-Year Plan SAC/TC230 the Five-Year Plan ( ) Establish the architecture of geomatics standards Develop a set of urgent need standards Reduce the revised cycle no longer than 5 years Encourage the adoption of international standards & advanced standards abroad and takes an active part in the formulation of international standards Emphasize preliminary research on geomatics standard Study on the mechanism for the consistency testing & evaluation of geomatics standard Enhance the education and implementation

Major Geomatics Standard Organizations (3) Standardization Institution of Surveying and Mapping of SBSM was established in 1984 sub-coordinate to Shanxi Bureau of Surveying & Mapping. More than 200 national, professional standards and specifications have been developed and revised, which involves in the following categories : Geodesy, Aerophotogrammetry and Remote Sensing, Cartography, Cadastre, Fundamental Geographic Information.

Future challenges Continue cooperation with other organizations Training and education Address new requirements 2. Harmonise and Revise the fundamental geographical information standards 3. Develop Geographical Information Deliveries and Service Standard 4. Develop Spatial Data Inter-operational Standard and Agreement 5. To realize spatial data sharing under internet environment
