1. Article of ENCYNET Rules for the Cyber Environment Network of World Local Governments All local governments in the world are striving to discuss such global environmental issues as the conservation and utilization of biodiversity, responses to climate change, policies linking ecosystem management with food security, and biodiversity-based economic opportunities, and to seek for response measures and solutions at local government level, while recognizing the importance of active roles and actions of local governments. The “Cyber Environment Network of World Local Governments (ENCYNET)” shall be established to facilitate consistent and diverse environmental exchanges and cooperation among the local governments in the world in partnership with the world-class environment experts through the online mode, serving as a foundation for global environmental conservation as a future-oriented governance council. 1

2. Article of ENCYNET Article 1. Purpose The purpose of the “Cyber Environment Network of World Local Government” (hereinafter referred to as the “Environment Network”) is for a continuous exchange of information on environment and cooperation at world local government level in order to promote the development of environmental policy and global environmental conservation by adopting a global perspectives on the world’s environmental issues. Article 2. Use of Terminology 1.The “Cyber Environment Network of World Local Governments” shall refer to a governance council formed to promote environmental information exchange and environmental cooperation among the world’s local governments through online. 2. “World local governments” shall refer to a public agent that, manages the overall aspects of citizens’ lives on their regional base. 3. The “mayor or governor” will refer to the administrative head of the city or local government regardless of its nomenclature. 4. “Members” shall refer to regions or organizations that have joined the “Environment Network.” 2

3. Article of ENCYNET Article 3. Activities The “Environment Network” shall carry out the following activities to ensure that local governments achieve their objective to conserve the global environment and prom ote sustainable cooperation: 1.Proposing solutions solution options for global environmental issues at local government level and providing cooperation to seek for sustainable development strategies; 2. Holding cyber forums and seminars to arrange a cooperative system of collaborative responses to environmental problems among the local governments in the world, 3. Sharing and exchanging environment policy information on domestic and international world-class environment model cities and local governments, 4. Other activities necessary for achieving the establishment of the Environment Network and its goals. 3

4. Article of ENCYNET Article 4. Chair City 1.The Chair City’s term of office shall be two years, and it shall be selected from among member cities of the Steering Committee and can serve consecutive terms. 2. The Chair City shall become a representative of the governance council. It shall host cyber forums, seminars and conferences and provide support for the preparations of such events. 4

5. Article of ENCYNET Article 5. Steering Committee 1. The Steering Committee, comprising of 10 or less member cities including the Chair City, shall be established to provide support for and facilitate the smooth operation of projects for the “ENCYNET” 2. Cities that are willing to carry out activities as members of the Steering Committee shall express their intention in written form and shall be allowed to carry out the activities after receiving approval from the Steering Committee. 3. The Steering Committee shall be the top decision-making body of the “Environment Network” and shall have the authority to decide on the following: ① Enactment / revision of Articles of Association for the “ENCYNET” ② Discussing and making decisions on projects related to collaboration among the local governments in the world, ③ The necessary matters related to organization and operation of the “ENCYNET” ④ The matters concerning membership of local government and holding the meeting of working staffs, etc. 5

6. Article of ENCYNET Article 6. Secretariat 1.The Secretariat shall be based in the Jeju Special Self-Governing Province to carry out administrative activities including administrative support for the “ENCYNET” organization. 2. The head of the related department in the Jeju Special Self-Governing Province shall assume the position of secretary-general of the Secretariat. Article 7. Holding Conferences, Including Forums, etc. In order to build a consistent collaborative system among member cities of the “Environment Network” and to strengthen cooperation, online conferences such as the Environment Forum, shall be held as follows: ① The Environment Forum and seminars shall be held once a year. ② The meeting of Steering Committee and working staff shall be held on an ad hoc basis. 6

7. Article of ENCYNET Article 8. Membership and Withdrawal 1. Cities wishing to join the “Environment Network” shall become a member city by filling in and signing the membership application form and submitting it to the Secretariat. 2.Member cities wishing to withdraw from the “Environment Network” shall submit a written notification to the Secretariat at any time and the withdrawal t akes effect immediately. Article 9. The Scope of Legal Application These Articles of Association shall not be applied or interpreted as having any impact on the local laws and regulations of member cities. 7
