Boundary Review Principles provide a broad set of criteria that define CC districts; 3. Principles provide rationale for decisions, establish common framework for discussion; 4. Principles establish specific, objective, and comprehensive method for resolution of boundary issues.

Maximum Optimal Size Opportunity for community involvement Focus on needs of core neighborhood areas, maximize citizen involvement and self-determination for all neighborhoods
