Texas SET Version 3.0 Production Implementation Plan

05/09/2007 Table of Contents  Shutdown Procedure  Use of Reconnects for Non-payment and Option 1 Outage Request  Use of Safety Net  Consolidated Transaction Shutdown Timeline (chart)  All CRs Shutdown Tasks  All TDSPs Shutdown Tasks  ERCOT Shutdown Tasks  Market Conference Calls 2

05/09/2007  The shutdown times listed will be strictly adhered to  All MPs should submit transactions well in advance of the shutdown time so that large transaction volumes are not experienced just prior to shutdown –(i.e. if you run batch jobs, schedule them throughout the day)  All MPs shall call-in to each conference call, on-time, during the implementation.  All times listed are Central Prevailing Time Shutdown Procedure 3

05/09/2007 Use of Reconnect for Non-Payment & Option 1 Outage Request  For Reconnects for Non-Payment during Version 3.0 conversion weekend, CRs shall use the appropriate Emergency Reconnect for Non-Payment Procedures as outlined for each TDSP in the Retail Market Guide (Emergency Reconnect Section ). Link:  If the TDSP’s Emergency Reconnect for Non-Payment Procedures instructs the CR to use the Emergency Reconnect Request Spreadsheet (Retail Market Guide Appendix C2) and the CR cannot include the actual BGN02 then the BGN02 must be provided in the following format (cannot exceed 30 characters): –First 3 spaces= V30 –Next 3 spaces= Abbreviated CR name –Then followed by a unique number for each transaction.  NOTE: CenterPoint Energy will not accept Priority Reconnects for Non-Payment until after Version 3.0 is implemented that would include the Emergency Reconnect Request spreadsheet during conversion weekend.  As of Monday, June 25 th at 8:00 AM or as soon as Version 3.0 transactions begin to flow, TDSPs will no longer support Emergency Reconnect for Non-Payment Spreadsheets in lieu of a 650_01 Reconnect for Non-Payment TX SET transaction.  Option 1 CRs for Outages are not affected by this version release, therefore Outage Option 1 CRs will continue to send outage transactions/notifications to the TDSPs as normal throughout conversion weekend. 4

05/09/2007 Use of Safety Net  Beginning Friday, June 22 nd at 12:00 pm, the CR will utilize the approved Safety Net process during implementation with a default BGN 02 value to request Move-Ins with requested dates during migration period. If the REP cannot include the actual BGN02, the BGN02 must use the following format (cannot exceed 30 characters): –First 3 spaces= V30 –Next 3 spaces= Abbreviated CR name –Then followed by a unique number for each transaction.  CRs will be required to follow up with the corrected BGN02 on a Safety Net correction to the TDSP once their actual BGN02 is available.  The TDSPs will no longer accept default BGN values on Monday, June 25 th at 8:00 am or as soon as Version 3.0 transactions begin to flow. 5

05/09/2007 Use of Safety Net  CRs must send Priority Safety Net MVI spreadsheets at least every 2 hours during system downtime.  NOTE: CenterPoint Energy only will not accept Priority MVIs until after Version 3.0 is implemented that would include Priority Safety Net spreadsheets during conversion weekend.  CRs must send Standard Safety Net MVI spreadsheets by noon and 4:00 pm CPT each day  After Version 3.0’s Implementation, if CRs send Standard 814_16 MVI transaction with requested MVI date of 6/25 or 6/26 “scooching” will be in affect. If the CR is requesting a Move-In date of Monday 6/25/2007 or Tuesday 6/26/2007 they will need to send the 814_16 MVI transaction as a Priority MVI. 6
