4 Texas Test Plan Team Flight White Paper The manner and method of testing has changed since the creation of this market. Traditionally ERCOT, a TDSP and a CR would exchange a transaction on an ESI ID simulating a switch, move in, move out, cancel, or date change, followed by a bill and a remittance in certain circumstances. Only one instance was created per ESI ID and trading partner relationship. (Nevertheless, during the Version 1.5 Flight, 23,598 transactions were exchanged between market participants. The Version 1.5 Test Flight was the largest ever undertaken by the Texas Retail Electric Market.) The major change with the Market Solution to Stacking is that ERCOT the TDSPs and the CRs must be able to stack multiple instances on each ESI ID. To mitigate the risk of failure, new methods had to be developed for testing the Market Solution to Stacking. The white paper outlines the Roles and Responsibilities and Flight Methodology for the 0504 Flight which will test the Solution to Stacking Rules

5 Texas Test Plan Team Flight White Paper Roles and Responsibilities –Flight Admin – responsibilities are outlined in the Texas Market Test Plan (TMTP) and include the following: Setting up Trading Partner Relationships Pre Flight Checklist Conference calls Validate Flight at appropriate Check Points Manage Critical Dates Trading Partner Problem Resolution – Escalate if necessary Flight Success All MPs are required to establish dedicated test regions in Version 2.0, test beds must be created by the TDSPs and set up at ERCOT and with the CRs All MPs are required to establish and maintain connectivity between test systems while maintaining production connectivity in a prior TX SET Version All MPs and ERCOT are responsible for sending and receiving data daily and in accordance with the Test Team Script. If assigned tasks can’t be completed the MP needs to contact their ERCOT or Trading Partner Testing Representative Issues will be escalated to the Flight Administrator.

6 Texas Test Plan Team Flight White Paper 0504 Flight Test –Trading Partner Relationships Not all TP relationships will be tested; this allows the market to test depth of the Solution to Stacking not the breadth of the TX Retail Market Every TP will not have to show that it can complete every possible transaction with every other TP. Instead, each TP will demonstrate they can complete the scripts that more completely test the new market rules with a few other trading partners, thereby reducing unnecessary volume. –Scripts Scripts test business process not simply transaction flow Some scripts test multiple CR’s on one ESI ID’s. To alleviate the risk ERCOT has agreed to simulate a CR in the event one CR is unable to fulfill their assigned task Some Scripts will test thru usage and billing IDR ESI ID’s will not be used for Stacking scripts Not every stacking rule has its own individual script; Some scripts test multiple stacking rules New CR’s entering the market will be required to test scripts for a new CR in addition to the Stacking scripts

7 Texas Test Plan Team Flight White Paper 0504 Flight Structure –Days MPs and ERCOT are required to complete daily actives as outlined in testing scripts –Critical Dates Critical Dates are dates that must be met in order for the successful completion of the script and correct application of the Solution to Stacking Rules. If Critical Dates are missed by a MP, the script may need to be retested. –Check Points Checkpoints are to allow the Flight Administrator to gauge where the market test is in relation to the Flight Timeline and take necessary action to get Flight back on schedule –Weekends Weekends will be used to catch up in the event testing has fallen behind schedule –Daily Conference Calls Conference calls to be held at 2:30 PM CPT. Follow-up calls will be scheduled for later in the day or the following morning before 10:00 AM CPT

Please submit your comments, questions and concerns to william.bell@centerpointenergy.com The TTPT would like to receive your comments by 1/23/04 so the Scripts Sub Team can incorporate your suggestions into the scripts currently under development for the Market Solution to Stacking.

9 Texas Test Plan Team Report to RMS The Texas Test Plan Team adopted a contingency Disconnect for Non Pay Flight, in the event the Go Live for DNP is moved from June to March 2004. The Texas Test Plan Team revised and adopted the Texas Market Test Plan Document. That document has been sent to the RMS List serv for your review and approval at the February RMS meeting. The TTPT also adopted recommended answers to the Market Hard Questions which will be presented to RMS in February as well.
