2 Load Profile Guides In accordance with section §25.131 (e) (3) and PUCT Project 25516, Load Profiling and Load Research Rulemaking, “Within six months of the effective date of this section, ERCOT shall establish and implement a process to collect a fee from any REP who seeks to assign customers to a non-ERCOT sponsored profile. Make modifications to the Load Profiling Guides: 1) To specify the procedure for providing cost recovery to a Market Participant for the development costs associated with a new profile segment request; 2) To modify the procedure for reviewing new profile segment requests to allow for conditional approval.

3 Load Profile Guides RMS requests TAC approval of the changes to the Load Profile Guides section 12.3 as presented in Load Profiling Guide Change Control dated 7/1/03.

5 2004 Test Flights RMS requests TAC approve the initial Market Testing timelines for Flights V1.6- 0104, V1.6-0304, V2.0-0504 and V2.0-0904 as adopted by the TTPT. TAC further directs that any material changes to these timelines or changes in scope of the test flights must be approved by RMS and TAC.

6 Reconnect Time Frames PUCT Staff requested the retail market develop time frames to reconnect customers that have been disconnected for nonpayment. CR and a TDSP may agree upon other operational timeframes as long as those timeframes do not exceed the below maximum timeframes. TDSP field operational business day is defined as the time field personnel will routinely reconnect service. This field operational work time will vary by each TDSP.

9 Reconnect Time Frames RMS requests TAC approve the reconnect for nonpayment time frames.

10 Heads Up #1 RMS has several task forces seeking to improve business process that use point-to-point transactions. Examples are TDSP invoicing, CR payment, service orders or safety net move-in. Currently, business rules for these type of business process may be found in Substantive Rules, TDSP tariffs, RMS minutes, task force minutes, Texas SET, etc. The current business rules in most cases have gaps, vagueness or require additional details.

11 RMS is recommending new Protocol sections be developed for these Point-To-Point business processes modeled after Section 15: Registration. Why Protocols? Protocols are a single repository for detailed Retail Market business rules. Protocols are easier to modify as business needs will change. Protocols are enforceable since all market participants have agreed to abide by all Protocols. Protocols have a formal review and approval process. Heads Up #1

12 RMS has approved a recommendation to place Point-To-Point business rules in Protocols. RMS will be seeking PRS endorsement of this recommendation at August PRS meeting with a TAC approval of this recommendation at TAC’s September meeting. Today’s purpose was to begin the discussion on this recommendation in preparation for August PRS and TAC September actions. Heads Up #1

13 Heads Up #2 Competitive Metering Rule requires ERCOT to file a quarterly status report. COMET and ERCOT have developed the report based upon the COMET work products and RMS and TAC approved motions. ERCOT will file the quarterly report and share it with RMS and TAC. This process will be followed for subsequent quarterly reports.
