3 Economic Update National recession = shortfalls in virtually every state Gov’s budget demands sacrifice; 5 core principles: –Protect: ed, HC, pub safety –Cut non-essential –Use Recovery $ wisely –Spare middle class from tax hike –Leave state in better shape Last fall, Gov directed deep cuts, 10%+; Kept state jobs vacant; Budget cuts $2.2B; $931M from existing programs, 1% across board + add’l cuts

4 American Recovery & Reinvestment Act (ARRA) $3.7B to Wisconsin WIA $ & guidance to WDBs –Adult & dislocated workers $5M Adult $16M Dislocated –Youth $13.8M 5,010 youth to be employed this summer 14 – 24 yrs old –Youth demo projects Energy Advocates DNR Invasive Species

5 ARRA: Wagner Peyser Reemployment Services Connect UI claimants to employment & training $7M+ 07/01/09 – begin mobile, statewide RES sessions 50+ staff hired in June

6 ARRA: UI Programs Increased weekly benefit check by $25 UI modernization passed increasing eligibility Compelling family reasons Approved training Extended benefit programs expanded No interest loan Federal reimbursement for extended benefits

7 ARRA: Vocational Rehabilitation Goal: serve 2,000 individuals from wait list during first year Progress: halfway to goal

11 Sector Strategies Regional, industry-led partnerships –Determine training needs –Align training resources w/ employer & worker needs Available through WDBs –$490K for convening grants –$2.5M for training grants To date, 30 applications received –Recommended funding 11 4 grants for training $795K 7 grants for convening $156K 1 request pending review & others in revision –Sectors include green/advanced manufacturing, healthcare, wind energy, water, construction, food & agricultural products, bio-plastic- composites

12 Emerging Industries Skills Partnership Initiative 2 nd round of EISP grants  $700K in new worker training grants  Applications due June 19  Focus on green jobs, renewable energy & lean, high-tech manufacturing  Training for incumbent, dislocated, low-wage workers & adult job seekers  Up to $100,000/award for worker training; 50% local match required  Must collaborate with industry groups, employers, UW-Extension or tech colleges, labor, Job Service Builds on grants from year ago

13 MSSC Expansion Purpose: Expand efforts for Manufacturing Skill Standards Certification (MSSC) assessment & training; help more Wisconsin mfg workers become MSSC credentialed & certified  Goal to have 40% of Wis mfg workers achieve MSSC by 2016  MSSC grants  $85,000 available - announced in May; due June 19  Grants to be submitted jointly by WDB & tech college  Encourage Wis mfg to join WDBs in applying  Individuals eligible: incumbent workers, dislocated workers, adult job seekers, youth transitioning from high school to post secondary ed or employment

14 Opportunity Grants Purpose: Tuition & support to low wage & underemployed who want to attend training but do not qualify for financial aid  $1.5M to WDBs via formula  Short-term training at tech colleges  Funding to WDBs issued this week for programs starting in fall

15 Skills Jump Start Purpose: Help low-skilled, low-wage workers into post-secondary training through bridge programs  $300K  Target low-wage workers lacking HS diploma

16 Skills Assessment Pilots Purpose: Pilot implementation of a standardized skills assessment tool & work readiness certificate Status: The pilot will be conducted through the ARRA Reemployment Services project  $175K for Skills Assessment & Work Readiness Certification

17 Career 101 Pilots Purpose: Establish pilot that link students & high schools with WDBs & employers who have demand occupations & job openings in a region Status: Consultation w/ DPI, local school district, & one WDB completed to implement program  $140K available  Awards to school districts to establish pilots & inform students of career opportunities  Focus on demand occupations
