3 Purpose This series of stakeholder consultation webinars is aimed to:  Gather input from state and local workforce leaders and practitioners, workforce system partners, customers, and other stakeholders on key implementation topics;  Inform development of regulations; and  Inform technical assistance strategies to support implementation. Please note that ETA is also planning to conduct a series of Town Halls this Fall to gather input from the field, and that you are always welcome to send comments and questions to DOL.WIOA@dol.govDOL.WIOA@dol.gov Our Federal Partners (ED and HHS) are also collecting input, and we are working closely together on implementing the new legislation. 3

4 Session Flow  The Department of Labor is in a “listening” mode.  Submit your responses and input to the discussion questions through the chat feature.  Responses will be reviewed and analyzed as we are developing draft regulations and planning future guidance issuance and technical assistance. 4

5 Overview of the Workforce Innovation and Opportunity Act  President Barack Obama signed WIOA into law on July 22, 2014.  Passed by Congress with wide bipartisan majority (The Senate voted 93-5 and the House of Representatives voted 415-6).  Reaffirms ongoing role of American Job Centers.  Promotes program coordination and alignment of key employment, education, and training programs at the Federal, State, local, and regional levels.  Builds on proven practices such as sector strategies, career pathways, regional economic approaches, work-based training.  Complements and supports the President’s Job-Driven Workforce Vision. 5

6 Programs under the Workforce Innovation and Opportunity Act  Supersedes the Workforce Investment Act of 1998 and retains and amends the Adult Education and Family Literacy Act, the Wagner- Peyser Act, and the Rehabilitation Act of 1973.  Identifies “core programs”: – Adults, Dislocated Workers, and Youth Formula Programs and Wagner-Peyser employment services administered by the Department of Labor; and – Adult education and literacy programs and Vocational Rehabilitation state grant programs that assist individuals with disabilities in obtaining employment administered by the Department of Education.  Authorizes the Job Corps, YouthBuild, Indian and Native Americans, and Migrant and Seasonal Farmworker programs, and evaluation and research activities conducted by DOL. 6

7 Highlights of Reforms to the Public Workforce System under the Act  Requires states to strategically align workforce development programs to support job seekers and employers.  Promotes accountability and transparency of programs.  Fosters regional collaboration to meet the needs of regional economies.  Streamlines and strengthens the strategic roles of workforce development boards.  Enhances services provided to job seekers and employers through the American Job Center system.  Improves services to employers and promotes work-based training. 7

8 Highlights of Reforms to the Public Workforce System under the Act  Provides access to high quality training  Enhances workforce services for the unemployed and other job seekers.  Improves services to individuals with disabilities.  Makes key investments in serving disconnected youth and other vulnerable populations, including Native Americans and Migrant and Seasonal Farmworkers.  Increases the performance and quality of the Job Corps program.  Reinforces connections with Registered Apprenticeship. 8

9 Provisions Related to WIOA Youth Formula  Requires a 75% out-of-school youth (OSY) expenditure rate  Five new program elements: – Financial Literacy – Entrepreneurial Skills Training – Services that provide labor market and employment information about in-demand industry sectors or occupations available in the local area – Activities that help youth prepare for and transition to post-secondary education and training – Education offered concurrently with and in the same context as workforce preparation activities and training for a specific occupation or occupational cluster  Emphasizes work experience with a 20% work experience minimum expenditure rate, e.g., summer jobs, internships, pre-apprenticeship, and on-the-job training opportunities 9

10 Provisions Related to Job Corps  Aligns Job Corps with the core programs through reporting on the common performance indicators  Tasked directly with providing opportunities that will lead to successful careers and result in economic self-sufficiency  Increased emphasis placed on the establishment of community networks with employers, labor organizations, and State and local boards in order to make Job Corps more effective  Requires the Department to collect more data on Job Corps operations and financial management to better inform Congress and the public on the program 10

11 Provisions Related to YouthBuild  Adds a 5 th purpose to the program which emphasizes improving energy efficiency  Adds six new performance measures which are aligned with the Youth Formula program  Administrative costs are reduced from 15% to 10%  Allowable funds used for community service and public use construction projects increased from 10% to 15% 11

13 Program-Specific Questions Job Corps: What new WIOA Job Corps provision concerns you the most or do you think will be the most difficult to implement and why? How do you think the new the Job Corps WIOA provisions line up with the existing effort to modernize the PRH? WIOA youth formula: What strategies will you use to meet the increased Out of School Youth (OSY) expenditure requirement (75%)? What steps should the Department take to ensure youth perspectives and expertise are integrated into youth programs including Youth Committees in the local area? Are you concerned about integrating any of the 5 new program elements into the program? If so, which ones do you need technical assistance around? YouthBuild: We are considering a shorter restrictive covenant for YB grantees and would like your feedback. 13
