What is the Workforce Investment Act (WIA)? WIA is federal legislation passed in 1998 that: Created opportunities for states to redesign public employment and training services Provided a framework for a system designed to meet businesses needs for skilled workers Provide a framework for a system designed to meet the training, education, and employment needs of individuals Allowed local areas to design a system to increase occupational skill attainment to improve the quality of the workforce Enhanced the productivity and competitiveness of the local area and nation’s economy

Governor State Workforce Investment Board (SWIB) Governor’s Role: Appoints State Board members Appoints State Board chair Designates local Workforce Investment areas Develops state plan with State Board Negotiates performance standards and waivers with the U.S. Department of Labor State Board role: Develop guiding policies for the State Workforce Investment system Assist the Governor in developing a State Plan Develop and ensure continuous improvement of the statewide system Review local Workforce Area plans Develop allocation formulas to local areas

Local Elected Officials (LEOs) role: Appoint Local Board members Enter into inter-local agreements with all local area governments Fiduciary responsibility over local area resources Approve local Workforce Board budgets Governor State Workforce Investment Board (SWIB) Local Elected Officials North South Workforce Connections’ Role: Designated with oversight responsibility for the Southern Nevada Workforce Investment Area Receives WIA funds and contracts with service and training partners to deliver employment and training services to businesses and job seekers
