1 PERFORMANCE RECOGNITION PROGRAM FOR COMMISSIONERS

Commissioners, what is Scouting’s Journey to Excellence? Journey to Excellence is the new performance assessment, communication and recognition program for Councils, Districts and Units. This is the new “strategic plan” for Longs Peak Council Units 2

Journey to Excellence uses a Balanced Scorecard 3 Quality Growth Sustainability Quality, growth, and sustainability must all be in balance for success to be truly achieved.

Your Role in Journey to Excellence as a Commissioner You’re not an Umpire You’re not a Judge or the police You are a friend, a mentor and a coach And maybe help a bit with scorekeeping 4

Journey to Excellence helps Units. It brings: A framework for planning for the year A method for evaluating the Unit Assessment of how they’re doing in the key areas Early warning of potential problem areas Recognition for good performance 5

Unit performance is assessed in key areas including: Advancement Outdoor Service Projects Training Membership Retention Leadership Budget 6 In each area, the Unit’s performance against specific standards Gold, Silver, Bronze or “did not meet minimum standard” And did the Unit show improvement? The assessment is made as part of the charter renewal

Emphasis of Journey to Excellence Continuous Improvement is a Goal – Did the Unit do measurably better in key areas than last year? – OR are they already performing at a high level in those areas? Either way, the Unit can qualify for the standard 7

Emphasis of Journey to Excellence Most Important – Program and Participation in the Unit (Membership) Administrative factors are considered Early indicators of Unit health are assessed Most important categories are weighted higher. 8

Implementation Currently under the new program in LPC Quality unit form is due with recharter Forms are available now online Training will take place at Roundtable Units and commissioners use the form now for planning purposes 9

Here’s an Example for Cub Scouts Advancement – Increase the percentage of Cub Scouts earning rank advancements. Bronze – Have 55% of Cub Scouts advance one rank OR have a 2 percentage points increase – 100 points Silver – Have 75% of Cub Scouts advance OR 55% advance, and have a 2 percentage points increase points Gold – Have 90% of Cub Scouts advance, or 75% and have a 2 percentage points increase – 400 points 10

Here’s another Example for Boy Scouts Short Term Camping – The troop conducts short term or weekend campouts throughout the year. Bronze – Conduct 4 short term campouts - 50 points Silver – Conduct 8 short term campouts – 100 points Gold – Conduct 10 short term campouts – 200 points 11

And here’s another Example for Venturers Youth leadership: The crew has elected youth leaders who are leading the crew activities. Bronze – Have an elected president, vice president, secretary, and treasurer, and they are leading the activities of the crew. 75 points Silver – 50% of the youth participate in Introduction to Leadership Skills for Crews (ILSC) course. 150 points Gold – 70% of youth participate in Introduction to Leadership Skills for Crews. 300 points 12

How is the overall rating determined? The Units receive points in each of the categories: Gold, Silver, Bronze or no rating (no points) Total points are added to give the total score Requirements most correlated with success receive the most points No one requirement is mandatory Your total score determines your overall rating For 2011 : – Bronze is 700 plus complete a specified number of requirements – Silver is 1000 plus Bronze – Gold is 1600 plus Silver and Bronze Journey to Excellence assessment is made at the time of Unit rechartering 13

Recognition Units with a satisfactory performance receive the “Bronze” level of recognition Units which do better than satisfactory receive higher recognition – “Silver” level - Excellent Performance – “Gold” level - Outstanding Performance Recognition items will include a ribbon, plaque patches for the uniform, clip art for Unit web page 14

Here’s how you might calculate the points for a typical Pack BronzeSilverGold 1)Advancement )Retention )Building Cub Scouting )Outdoor Activities )Trained Leadership )Day/Resident Camp )Service Projects )Leadership Planning )Webelos to Scout Transition )Budget )Pack and Den Meetings )Re-register On Time25 13)Annual Assessment25 Sum The Pack achieved at least 10 of 13 requirements and earned a total of 1150 points. Since Silver is 1000 and Gold is 1600, this Pack qualifies for the Silver award.

You get Early Warning of Potential Problems The form has several requirements shown to be leading indicators of performance The more important the requirement, the higher its point value Commissioners can take note of low scores in “leading indicators” and take early action to head off more severe problems 16

There is incentive for Continuous Improvement Better Performance means better Scouting for youth! Earns a higher level of Recognition Key requirements and “leading indicators” are tracked Councils and Districts can help Commissioners find Units meeting requirements at the Gold level and share their techniques of performance 17

Requirement Standards Change Each Year Each year, the requirements will be reconsidered to reflect improved performance by Units, Districts and Councils New standards for 2012 will likely be announced in early 2012 – Performance in 2011 will determine the 2012 standards A Silver performance in 2011 might only rate Bronze in

Using Journey to Excellence as a Commissioner 1.Share the form with the Unit during 2010/2011 rechartering. Suggest they use it for planning 2.Regularly, check on how they are doing. Record the results on Unit Visit Tracking System (UVTS 2.0) 3.Help them complete the form during 2011/2012 rechartering. Certify the performance. Share the 2012 Journey to Excellence standards. 4.Be sure the Unit gets recognition items. Present their recognition publicly. 19

Journey to Excellence in the District and Council There are Journey to Excellence standards for Districts and Councils There are specific standards for Commissioner Service in the District and Council Good Commissioner Service helps your District and Council earn Gold, Silver or Bronze recognition 20

Here’s the District standard for Commissioners Unit Service – Unit visits are being made and entered into Unit Visit Tracking System 2.0 Bronze – Six commissioner visits/contacts to 25% of units and they are entered into UVTS 2.0 – 50 pts Silver – Six commissioner visits/contacts to 35% of units and logged into UVTS 2.0 – 100 pts Gold – Six commissioner visits/contacts to 50% of units and logged into UVTS 2.0 – 200 pts 21

And a Council standard for Commissioners Commissioner Service – Increase the number of registered Commissioners over the prior year Bronze – Commissioner to unit ratio of 1:8 or 5% increase in the number of Commissioners over the prior year - 25 pts Silver – Commissioner to unit ratio of 1:4 or 7.5% increase in the number of Commissioners over the prior year - 50 pts Gold – Commissioner to unit ratio of 1:3 or 10% increase in the number of Commissioners over the prior year pts 22
