Baseline – Endline Assessments – Overview (1/2) What is Baseline / Endline assessment? 2 similar assessments that are done once at the beginning, and once at the end of an intervention Helps us measure the effect of our intervention by comparing the performance of intervention schools Vs. other schools How is it different from other ongoing assessments? Main purpose of Baseline / Endline is for a controlled, central, in-depth assessment of learning levels at the beginning and at the end of the intervention period It is a test to understand students' grasp over previous two grades' competencies and not current grade competencies No good or bad judgment is associated with school performance.

Baseline – Endline Assessments – Overview (2/2) Baseline: October 16, 17 and 19, 2015 Endline: February / March, 2016 Who will be tested? 220 schools across 11 blocks in 6 districts 110 LEP schools and 110 non-LEP schools The schools are a mix of rural-urban and have varying academic performance, so that we can gauge impact of program in different types of schools What will they be tested on? Hindi, Math and English Grades 3 and 5 Each grade will be tested on previous 2 grades' competencies covered in the LEP

Baseline assessment to be conducted from 16 – 19 October Friday, Oct 16 Hindi Class 3: starts 9:00 am Class 5: starts 11:00 am Saturday, Oct 17 English Monday, Oct 19 Mathematics The duration of each paper has been given in the guidelines for surveyors

Roles and responsibilities of BEEOs Summary Appoint and train surveyors; issue release letters Inform schools about assessment and tell them to ensure 100% attendance Collect and distribute papers, answer keys and response sheets; send back to SCERT after test Collect the student attendance information from surveyors daily for each class Ensure smooth conduct of test – do spot checks; submit monitoring proforma Quality check of response sheets and sign off on accuracy

Role #1: Appoint and train surveyors (1/2) Identify and appoint Field Surveyors to conduct baseline assessment. Guidelines for selecting Field Surveyors: Appoint surveyors such that there is 1 surveyor for every 40 students The excel sent to you on 9 Oct contains an estimate of Field Surveyors required for each school. You may use this but must verify if the number of surveyors required is appropriate. Should be primary teachers from neighboring schools The school assigned should be within 8 km. of the school from which the surveyor has been assigned Surveyors must be conversant with all 3 subjects being tested—Hindi, English and Math—as they would need to evaluate the papers after the assessment. Submit excel soft copy on LEP id and hard copy just now.

Role #1: Appoint and train surveyors (2/2) Meet the surveyors in Block offices on Thursday, 15 Oct Provide them the following documentation: 1 copy each of "Instruction Sheets for Surveyors" (Provided today) 1 copy of Release Letter that was sent by you to their school heads Sealed question paper booklets, answer keys and response sheets for Hindi, Math and English Class 3 and 5 for his / her allocated school Emphasize the importance of papers remaining sealed till the assessment day School heads to sign the top of envelope to check for sealed envelopes, and report open envelopes Surveyors should check whether the number of Q papers is as per the school enrollment numbers for Grades 3 and 5 (info given in the excel shared with you) In-person, discuss: Purpose of test, and date, time and other details Test administration instructions (Provided today) Instructions for filling up the response sheet ("uttar patrak") Time by when they should deposit the papers to the Block office (Oct 20, by 4 pm)

Role #2: Inform schools about assessment Inform the selected LEP and non-LEP schools about the baseline assessment schedule Key messages to be delivered to schools Ensure 100% attendance on test days, particularly for class 3 and 5 students Organize sufficient seating; should be well spaced out External surveyor will be coming on test days at 8 am and will be there for entire day. Should make provision for lunch / refreshments. School teachers should not interfere during the assessment Schools, teachers, and students will not get penalized or rewarded on the basis of test scores. The objective is to evaluate where students stand currently on certain key competencies of previous grades

Role #3: Collect and distribute papers Collect Q papers, answer keys and response sheets from SCERT today Distribute to surveyors on 15 Oct when they come for orientation on baseline to your office Collect question booklets, answer keys and response sheets ("uttar patrak") from surveyors, latest by 4 pm on Oct 20 Assign a receiving authority for collecting these papers Receiving authority to check the following: That the HTs have signed on top of envelope that "Sealed packets were received in the morning in the school, and packets were opened in front of HT" That Used and Unused papers have been submitted Send all papers, answer keys and response sheets to SCERT by Oct 28 (Thursday) after doing a sample quality check (details given later)

Role #4: Collect information on student attendance Student attendance has to be collected on a daily basis for Class 3 and 5 for each school. The excel template for this information has been emailed to you Surveyors need to provide this information everyday to BEEOs for their allocated school BEEOs to submit the excel to SCERT for all baseline schools in their block at the end of each day. Role #5: Ensure smooth conduct of test Visit 5 schools in your block on each day of the assessment BEEOs can share or assign responsibility with other senior and accountable post holders in the block office to visit schools Field Monitors to carry a copy of the Field Monitoring Pro Forma during school visits, for noting observations Fill the Field Monitoring pro forma in hard copy during visit and fill it online on the last day of the assessment i.e. Oct 19 Link: http://goo.gl/forms/oCJeAZbCjD

Role #6: Quality check response sheets and sign off on their accuracy before sending to SCERT Do sample quality check of response sheet ("uttar patrak") submitted by the surveyors 5 papers per subject per class for each school You can share responsibility with other senior and accountable post holders in the block office for this Check to be done at 2 levels: whether the paper has been evaluated correctly (refer answer keys for this) whether the codes corresponding to answers have been filled in correctly in the response sheet ("uttar patrak") Provide sign off on quality basis sample check if the quality check is satisfactory, submit papers and response sheets to SCERT accompanied by a letter signing off on the accuracy if there are few mistakes (<10%), correct them yourself if there are >10% mistakes, send for evaluation to alternate evaluator
