Ambitions Dutch Authorities Improving multi level governance with respect to the EU policy process; Improving cross boarder cooperation

Best practices multi level governance Agreement between central government and the associations for local and regional government, which foresees in an annual working agenda concerning EU initiatives with an expected impact on local and regional government; Bimonthly meetings between central government and the associations of local and regional government to discuss the actual developments in the EU commission and EU parliament.

Best practices multi level governance (II) Introduction of Intergovernmental dossier teams to establish a multi level governance approach during the implementation of EU legislation. Annual meetings between the minister of the Interior, the minister for Foreign affairs and the board members of the associations of the local and regional authorities. To discuss the cooperation and to determine the framework of the annual working agenda.

Challenges Despite the national activities to create a multi level governance approach concerning the development and implementation of EU legislation, the Dutch authorities have the opinion it is still lacking a real institutional dialogue between the EU Commission and Member states within the framework of EU policy cycle, which guarantees early attention for the implementation and executions effects of EU legislation for local and regional government.

Best practises in cross-boarder cooperation The Dutch authorities started together with Germany (NRW) and Belgium (Wallonië and Vlaanderen) a mutli level approach to improve cross boarder cooperation and overcome bottlenecks. Basic principal of the project is clear politic ownership of the coordinating ministers of the Interior and Foreign affairs. This political ownership turned out to be crucial to enforce sustainable solutions to improve cross boarder cooperation.

Best practises in cross-boarder cooperation (II) The Dutch government appointed a former commissioner of the Queen as “grensmakelaar”. This grensmakelaar (cross boarder broker) act as an ambassador for the project and can act in name of the coordinating ministers toward other ministries and the responsible authorities in Belgium en Germany.

Challenges One of the factors responsible for bottlenecks in cross boarder cooperation is the implementation space for member states by implementing EU legislation. This results in differences in the cross boarder regions. We are thinking ways to overcome this. For example we are thinking about an cross boarder assessment regarding new EU legislation. We are interested how other countries deal with this.
