3 Definition Public administration is an intentional activity performed in the public interest. Public administration is an intentional activity performed in the public interest made up by the state administration and territorial self-government. It is a part of executive power.

7 Government Main tasks: partake in home and foreign policy
- political leading of the public administration and organization of its activities The Government is the supreme body of executive power. It consists of the Prime Minister, Deputy Prime Ministers and Ministers. The Government is accountable to the Chamber of Deputies.

9 Special Authorities in the system
Parliament Supreme Audit Office Public Defender of Rights (Ombudsman) I would like to stress three more authorities that are very important for the public administration.

10 Parliament, consists of two chambers:
The upper Senate The lower Chamber of Deputies 200 Deputies Senators elected for a term of 4 years - elected for a term of 6 years - one third of the Senators are elected every two years Except for its role as a representative of legislative power, Parliamentary supervision is very important for the public administration. The most important means of inspection of the Parliament are: state budget passing (in the form of an act) closing state account reading commissions of enquiry establishing the right of the Deputies (not the Senators) to interpellate the Government or its members relative to their competence Parliamentary supervision is very important for the public administration.

11 Supreme Audit Office independent body, audits
- management of state property, - financial resources collected under the law, - implementation of the State Budget, - municipalities and regions (state coffers). It is an independent body that controls the management of state property and financial resources collected under the law, implementation of the State Budget, closing state account etc. It doesn’t audit only the state administration authorities but also the municipalities and regions in terms of management with the state coffers.

12 Public Defender of Rights (Ombudsman)
Works upon an improvement the quality of public administration functions, its availability and legal protection of citizens. The task of the institution is to work upon an improvement the quality of public administration functions, its availability and legal protection of citizens (together with executive authorities).

Fundamental self-governing territorial units Their own and some of delegated competences specified by Act No. 128/2000 Coll. on Municipalities (Establishment of Municipalities), as amended 6 249 municipalities in the Czech Republic (6 244 municipalities + 5 military domains) Delegated powers in matters which are stipulated by special legislation are (according to the degree of state administration performance): Municipality I, basic extent entrusted to the municipality, 5 652 Municipality II, extent of a designated municipality authority, 387 Municipality III, municipality with extended powers, 205 23 statutory cities Apart from the regions there are…..when talking about delegated competences, not all the municipalities have the same powers, as you can see, we distinguish….

20 Supervision of municipalities and regions
Own competences of municipalities and regions are supervised by the Ministry of the Interior (Ministry of the Interior as a coordinating body of the public administration). 23 Scope of Competencies of the Ministry of the Interior Part I
The Ministry of the Interior is a central governmental authority for home affairs, in particular for: public order (including supervision of road traffic safety), fire protection, the right of association, public collections; state, economic and service secrets, maintaining archives, territorial structure of the state, travel documents, granting residence to foreign nationals and granting refugee status, the national border, surveying of the national border, national symbols; Registers of Vital Records; identity documents, reporting residence, the register of inhabitants, firearms and ammunition.

telecommunication network of the Police of the Czech Republic, relating to encoding services Cooperates with Interpol Coordinating body of the public administration The scope of competencies of the Ministry of the Interior is defined by Section 12 of the Competency Act No. 2/1969 Coll. on Establishing Ministries and Other Institutions of Central Government of the Czech Republic, as amended.
