Library/One Stop Shop Service September 2015

Update Following PAC recommendations from 17th July Communities PAC Meeting, Further work is to be carried out before final decision is made on future delivery of Libraries and One Stop Shops

Aim Protect the whole library/One Stop Shop service in Cornwall whilst meeting the budget savings(£1.8million)

Interest received Initial expressions of interest 14 Town Councils, 6 Community groups

Power of General Competence An alternative approach would to set up a new local voluntary organisation to ‘host’ services. It is possible to set up either a Community Interest Company (CIC) or Charitable Incorporated Organisation (CIO) with Town or Parish support to operate services. There are many examples of voluntary organisations operating local services within Cornwall, e.g. Saltash Gateway CIC runs a number of services and is in the process of agreeing to take on a new building through Cornwall Council’s devolution process. (See Some existing voluntary organisations may be interested in helping Town and Parish Councils to explore these ideas
