Committee Chair – Julia Johnson Duties include: Working with DFO to establish priorities and identify issues to be addressed. Serving as focal point for Committee membership. Establishing subcommittees/ naming chairs. Conducting all Committee meetings.

Looking Back to 1982 Advisory Committee on Alternative Financing for Minority Opportunities in Telecommunications to the Federal Communications Commission –Focus was financial –Legal landscape has changed –Informational needs still key

Looking Forward : Mission Make recommendations to the Commission regarding policies and practices that will further enhance the ability of minorities and women to participate in telecom and related industries. Develop strategies to: Enhance participation by minorities and women in telecom and related industry transactions, including timely knowledge of potential transactions and access to the necessary capital Increase educational training for minorities and women that facilitates opportunities in upper level management and ownership. Enhance participation and ownership by minorities and women in industries based on new technologies as they develop.

What’s the Product? Final written report: Description of Best Practices for promoting diversity in communications sector. Recommendations on guidelines, incentives, regulations or other policy approaches to promote diversity of participation in communications sector. Supporting data and information Commission may implement regulatory recommendations, consistent with requirements of Administrative Procedure Act.

Objectives for Subcommittee on Financial Issues Assess current practices regarding the access to capital. Identify the obstacles to capital access faced by minorities and women in the telecom industries. Develop recommendations and identify “best practices” to address these obstacles. Focus both on industry-specific measures, as well as issues that extend across the telecom sectors. Recommendations may include regulatory, private sector, and/or legislative initiatives.

Objectives for Subcommittee on Transactional Transparency & Related Outreach Assess current practices of how potential investment opportunities in telecom industries are identified and how that information is disseminated. Identify what enhancements or additions are needed, and develop suggested “best practices” in order to increase the participation of minorities and women. Focus both on industry-specific measures, as well as recommendations extending across the telecom sectors. Recommendations may include regulatory, private sector, and/or legislative initiatives.

Objectives for Subcommittee on Career Advancement Assess current executive training programs and other career development programs that target minorities and women in the telecom industries. Identify recommendations and “best practices” that would facilitate opportunities in upper level management and ownership. Focus both on industry-specific measures, as well as recommendations extending across the telecom sectors. Recommendations may include regulatory, private sector, and/or legislative initiatives.

Objectives for Subcommittee on New Technologies Assess what ownership and career advancement opportunities are available in new and emerging technologies Consider, for example, broadband, digital television, cable, satellite, low power FM, and the convergence of these and emerging technologies. Develop recommendations for facilitating opportunities for minorities and women as advances in technology occur. Recommendations may include regulatory, private sector, and/or legislative initiatives.
