Reduce the problem of poor staff performance  the council has planned to conduct a course of medical ethics every year. Committee for community services will visit all health facilities quarterly to observe quality of health services offered and set backs. As use of photographs in ID Cards is a problem  Council has already processed to buy a Camera for CHF 31st Jan - 2nd February 2006
