Strengthening TUCP Youth Committee’s Participation on Youth Employment and Labor Market Policies to Promote Decent Work Gazelle Gonzales Arambulo TUCP

Background & Justification CONTEXT The Philippine government regularly releases information on employment situation. Only a few youth committees give responses to issues on youth labor market and employment policies, trade unions because of : Lack of in-depth knowledge on youth employment situation and the labor market information are generated, processed and assessed ; and Lack of participation in analyzing and crafting/revising the policies Ongoing Intervention: ILO/TUCP Project on Capacity Building of Leaders of Trade Union Youth Organizations for Promoting “Decent Work for Youth” in the Philippines aims to: Institutionalize youth organizations; Mainstream the agenda of young workers; and Initiate active participation of trade unions in discussions on youth employment. But, an in-depth program on Labor Market and Employment Policies for Youth is not adequately addressed.

Target Groups & Objective TARGET GROUP Twenty-five (25) representatives of Youth Committees and officers of Research and Education Departments of affiliate unions/ federations. TUCP will be the Secretariat. A project advisory committee will be created to provide support to the Secretariat. DEVELOPMENT OBJECTIVE This project aims to increase knowledge and capacity of TUCP’s Youth Committee to involve in the formation and revision of policies affecting youth labor force to further advance advocacy and action for Decent Work for Youth.

Immediate Objectives, Key Outputs and Activities For Immediate Objective 1: TUCP’s Youth Committee and officers of Research and Education Departments of affiliates trained on employment and labor market policies; Output 1.1: Twenty-five (25) young trade unionists will have been trained on labor market/employment policies. Activity 1.1.1: Four 3-day training will be conducted on the following topics: Employment Situation: Problem Identification and Analysis Labor Markets and Employment Policies ILO Policies for Decent Work for Young People Integrating Gender Perspectives in Employment Policies Philippine Youth Employment Program International Trade and Employment and the Role of Trade Unions in Trade Negotiations ILO-WTO Report on Trade and Employment

Immediate Objectives, Key Outputs and Activities (2) For Immediate Objective 2: Increased participation of TUCP on policies and actions affecting youth. Output 2.1: Position paper on youth labor market/employment policies and suggestion from TUCP will be prepared and presented to concerned government agencies. Said position paper will be used as an instrument to lobby for representation of TUCP Youth Committee in tripartite body; Activity 2.1.1: Training on Position Paper Writing will be conducted to provide skills to the participants. Output 2.2: At least five (5) press releases will have been published that reflects the reactions of young trade unionists on recently approved policies affecting youth labor force; Activity 2.2.1: A Media Skills Training will be held to provide participants with technical know-how on tapping the media for advocacy. Participants will also be taught on how to make use of SoliComm to improve networking capacity.

Main Inputs & Indicators MAIN INPUTS Funding Resource Persons Support for training activities (Equipment, educational materials and administrative support) Support Staff Venue and Accommodation INDICATORS (1) For Immediate Objective 1 Twenty-five (25) young trade unionists, in which at least 40% are women, trained on labor market/employment policies; (2) For Immediate Objective 2 At least one TUCP position paper on policies will be prepared; At least five press releases will be published; and At least one education material will be printed for distribution to members.

Management of Risks Potential RiskPossible Response Risk Lack of political support from leadership. In-depth presentation on the need to implement the Project will be done to convince the TUCP leaders.

Monitoring / Reporting / Evaluation Procedures The Project coordinator will prepare monthly workplan while progress reports will be submitted every three months. A joint three-day evaluation program will be held at the end of the Project
