BASIC PRINCIPLES Easy to understand and apply. No link between ability to pay and the deployment of clergy. Use external datasets. Take account of deprivation. Acknowledge the PCC’s costs in keeping churches open.

BASIC PRINCIPLES Mission Communities and the benefits that they will bring has been recognised. However, Mission Communities could be fluid and change with time and circumstances. Therefore, the Panel considered that Share should be allocated at benefice level. Thus the benefice will have to decide on the split between its constituent PCCs.

BENEFICE MEETINGS Advise benefices of their minimum share target for 2018 – with interim steps Discussions, if necessary, with benefices regarding their staged change Agree a share for those few benefices who do not fit the formula.

The new formula only calculates a suggested minimum amount that benefices should contribute
