If you make an observation

Develop a hypothesis to explain it

Then carry our further experiments to test the validity of your Hypothesis

…5 would be good!

If 4 observations out of 5 fit

You are almost certainly right

If only 1 out of 5 fits

Your are almost certainly wrong

In fact if 4/5 fit there is a 99.9% probability that the experiment that does not fit is in error in some way

… and you have a true theory, a Law that works and a fact
