UNISDR Global Education and Training Institute (GETI) in Incheon, Republic of Korea United Nations Office for Disaster Risk Reduction for Northeast Asia and Global Education and Training Institute for Disaster Risk Reduction (UNISDR ONEA/GETI) was established in 2011 by the UNISDR Secretariat and Government of the Republic of Korea. UNISDR ONEA/GETI Aim is to develop new cadre of professionals in the areas of disaster risk reduction and climate change adaptation for disaster resilient societies through advisory and training initiatives. UNISDR ONEA/GETI Core Areas of work includes assisting implementation of the Hyogo Framework for Action (HFA) by  Conducting capacity development and training initiatives  Carrying out advocacy initiatives,  Enhancing knowledge management, experience and best practice sharing,  Promoting partnerships. UNISDR ONEA/GETI is supported through financial and cooperative arrangements with the Republic of Korea National Emergency Management Agency (NEMA) and Metropolitan City of Incheon.

Based on the analysis of local government assessment reports and outcomes of consultations of Local and National Governments towards the post-2015 framework for disaster risk reduction (HFA2), the following key challenges were identified that prevent cities and authorities from investing in disaster risk reduction: Lack of technical and financial capacity Lack of long term and risk sensitive plans Lack of monitoring and implementation mechanisms To address these challenges, the MCR Campaigns’ work-programme will use a dual-mode approach, which will include “pilots” to develop Urban Disaster Resilience Action Plans while escalating its global efforts in areas of capacity development and measurement. More then 1,580 cities from 92 countries signed up to the campaign. Absence of consistent, evidence-based/experience-based tools training material that focus on HOW to implement the 10 Essentials Absence of easy to access point for available tools and finding the people/ intuitions. Tools/ publications that can support cities efforts to implement the MCR Campaign 10 essentials Lack of opportunity for global, regional and national partners to reflect on what works and doesn’t work in meaningfully supporting cities to implement 10 essentials Partners called for increased attention to the role of national and regional service providers that can deliver training on implementation of MCR 10 Essentials and facilitate city-to-city learning. Collaborative Learning Initiative for Cities (CLIC) programme aims to increase ability of cities to effectively implement the MCR Campaign 10 Essentials. Objective is to design, pilot and deliver a training programme based on the existing MCR campaign tools. Expected outcomes include:  Availability of a piloted, modularized and potentially-certifiable 1 week Training of Trainers (ToT) Course based on existing MCR Campaign tools and materials.  Increased capacity of national and regional capacity support providers and through these, local governments.  Increased ability of MCR campaign cities to develop and implement their plans and programs on the 10 essentials  Enhanced cooperation and exchange of experience between MCR cities and partners as input to post 2015 development and HFA agenda. CLIC Collaborative Learning Initiative for Cities  Pilot workshop at City/Local level: A Pilot workshop conducted in partnership with and through UN Habitat in 1 or 2 selected country in Central America for MCR city and Local governments in Spanish language  One (1) Week Global Training of Trainers (ToT) Workshop in 2014, for 6-7 country teams of trainers will be convened at Incheon, RoK  Global High-level Cities Joint Learning Forum on Countries Models for Funding Scaling Up Process of Capacity Development for LG’s in CLIC Programme Approach

CLIC Collaborative Learning Initiative for Cities  Inventory/ Database of National and Regional DRR Training Service Providing Institutions, Resource People and Advocates to be linked with preventionweb (and possibly with Barcelona city based URB-is website)  E-Learning-Online MCR Training Courses and Materials: Options for converting the MCR Training material into an E-learning format will be considered  Local Level Training Workshops: Campaign partners are invited to commit support to country teams of trainers and to assist in the follow-up and delivery of the programme in each of the participating countries CLIC Programme Approach

CLIC Collaborative Learning Initiative for Cities  Draft Concept Note, with Work Plan for 2013 based on Stock taking Forum findings and recommendations was developed and shared with partners for feedback and comments via and during MCR SC Meeting in Barcelona (May 2013).  UNISDR ONEA/GETI sponsored a City-to-city learning initiative between the City of San Francisco (Philippines) and cities of 3 South American Countries.  City to City learning event/initiative between Korean and Southeast Asia and Pacific cities is scheduled on December 2013 in the Republic of Korea Current Status of the CLIC Programme

CLIC Collaborative Learning Initiative for Cities  UN HHABITAT has developed and delivered MCR CLIC Pilot Training Course on “Resilience and Territorial Development” in Chili and Nicaragua in Spanish language  Draft CLIC Course Overview document and draft Module Outlines with exercises and case studies for each of CLIC 1 week ToT nine (9) Course Modules were developed  Discussions with programme partners UN HABITAT and UNITAR are in process to agree on a model and mechanisms for scaling up MCR CLIC training modules on Regional and National levels (ex. Discussions with UNITAR to Scale up CLIC Training Course to cities via CIFAL Centers CLIC Collaborative Learning Initiative for Cities  In September 2013 the UNISDR SRSG Margareta Walstrom’s has a working meeting with the UNITAR ASG Ms. Sally Fegan-Wyle.  The above high level meeting was followed up with correspondence between Mr. Alexander A. Mejia (Manager, Decentralized Cooperation Programme, Director, CIFAL Global Network) and Mr. Abhilash Panda (UNISDR) that confirmed that under the umbrella of the Resilient Cities Campaign, UNITAR is willing to enhance the CIFAL Centers’ training portfolio to provide local governments with training opportunities on DRR and resilience.  Mr. Mejia informed that UNITAR has just begun the planning process for the next biennium and would like to include some activities with UNISDR in the CIFAL Global Network Harmonized Training Calendar for
