P ROJECT SUMMARY Country: Italy 5 partners: Province of Teramo, AGENA, 3 associations of municipalities 33 Municipalities involved Sector: street lighting Main objective: to facilitate the mobilisation of funds for investments in small and medium-sized municipalities which, if not aggregated, could not make the upgrade of street lighting economically viable. B ACKGROUND 1.September 2009 – official recognition of the Province of Teramo as covenant coordinator for its 47municipalities 2.47 municipalities signatories of the Covenant of Mayors’ initiative and development of SEAP 3.Municipal BEIs show that almost 70% of local electricity energy consumption is due to street lighting 4.Current state of public lighting facilities: 30% of inefficient light lamps and outdated installations; 10% of stepless dimming; 90% of ferromagnetic controllers 5.Lack of technical capacity to develop large programmes, limited public resources, low previous experience in Energy Performance Contracts with Result Guarantees. 08/10/2012 Contract n° IEE/11/869.SI st October th September 2015

O BJECTIVES 1.to prepare 3 sustainable energy projects in street lighting sector 2.to overcome the economic and cultural barriers by defining a common standard approach, resulting in a new way of managing street lighting installations through ESCOs 3.to create economies of scale and take advantage of joint procurement 4.to generate positive synergies between ATSs, relevant stakeholders and ESCOs 5.to consolidate and / or create job opportunities 6.to transfer the PARIDE approach across Italy and Europe 08/10/2012 Contract n° IEE/11/869.SI st October th September 2015

M AIN STEPS 1.set up a support unit 2.make a detailed inventory of the existing lighting stock 3.define tender specifications in order to select a procedure for the implementation of investments via ESCOs 4.launch competitive dialogues for 3 bundles of municipal street lighting facilities 5.sign contracts to be financed by ESCO's in Energy Performance Contracts 08/10/2012 Contract n° IEE/11/869.SI st October th September 2015
