3 The Paris Agreement and the NDC
The Paris Agreement is an agreement within the UNFCCC dealing with greenhouse gases emissions mitigation, adaptation and finance starting in the year 2020. Signed and ratified by Belize on April 22, 2016 Entered into force on November 4th, 2016 Each Party shall prepare, communicate and maintain successive nationally determined contributions (NDCs) that it intends to achieve. Parties shall pursue domestic mitigation measures, with the aim of achieving the objectives of such contributions. Belize’s NDC was submitted on April 20th 2016

4 Goals of Belize’s Nationally Determined Contributions
In the NDC, Belize signaled its aim to become a low carbon economy by 2030. Improving energy efficiency and conservation Reduce energy intensity by least 30% by 2033 Reduce dependency on fuel imports by 50% up to 2020 These will be achieved by implementing Belize’s Sustainable Energy Strategy and Action Plan The specific goal for the energy sector is to increase the share of renewable energies up to 85% by 2030 by implementing hydropower, solar, wind and biomass, and reduction of transmission and distribution losses.

5 Development of the Solar Water Heater NAMA Concept
Idea to develop NAMA arose from the GEF funded TNA project where the solar water heater technology was prioritized for diffusion in Belize. Funding support provided by the Latin American Energy Organization (OLADE) POCH consultancy was procured to develop the NAMA concept Local partners: Energy Department and the Belize National Climate Change Office Full Draft was submitted on September 30th 2017. Currently being reviewed by the NCCO mitigation sub-committee

6 Purpose and objectives of the SWH NAMA
The SWH NAMA aims to facilitate the use of solar water heaters in the residential, commercial and industrial sectors in Belize; Its main objectives are to reduce the GHG emissions of the country, to generate a more sustainable scenario for the energy sector and to increase local access to clean and renewable energy. SWH NAMA is to be implemented gradually over a 13 year period in order to meet the “Belize Sustainable Development Strategy” and NDC goals related to climate change. The primary scope for the NAMA is to reach an 80% of the buildings that are capable of sustaining the SWH system. Additionally a pilot project is proposed to be applied in the early years of the project in order to evaluate various components of the project and to acquire recommendations to improve design and performance of the NAMA.

7 Sectors targeted in the SWH NAMA concept
Residential Household sector, composed of all the houses in Belize that fulfil the conditions for the installation of a SWH system. Commercial Buildings with commercial purposes, mainly the hotel sector and other related buildings with hot water demand. Industrial Industrial buildings that have several purposes, such as meat and fruit processing, which requires hot water for different uses.

10 Technical and financial support and resources required: Administration and financing
The National Climate Change Office (NCCO) is to be in charge of the SWH NAMA administration and financing management, assuming a coordination role for the development of the project. Additionally, other institutions should collaborate with the implementation of the NAMA. The Energy Unit of the Ministry of Public Service, Energy and Public Utilities can be responsible for the design and implementation of the project during its development. The Public Utilities Commission can also be part of the implementation process, through the certification and supervision of the equipment and technicians.

11 Local Technical capacities
Technical and financial support and resources required: Direct investment in the SWH NAMA The development of the SWH NAMA will require a proper investment and budget management for: NAMA development and implementation Development of technical capacities Local Technical capacities The institutions in charge of the management of the SWH NAMA should acquire and improve the technical capacities requirements for the effective development and implementation of the NAMA, the sustainment of its results and the maintenance of the equipment. Solar radiation and solar potential analysis; sizing of the several types of solar water heaters, according to their operative differences and beneficiary requirements; installation and maintenance of the several SWH systems; identification of technical feasibility.

12 Monitoring, Reporting and Verification
The National Climate Change Office will take the lead for monitoring the NAMA Assess the implementation progress of the SWH NAMA. Estimate GHG reduction impacts through data collection. Reporting The MRV system will provide relevant information for the national reports of Belize to the UNFCCC, considering the scope, actions and results of GHG mitigation from the SWH NAMA implementation.

13 Monitoring, Reporting and Verification Cont’d
Data and calculations for GHG emissions reduction of the SWH NAMA will be subject to a series of verification processes to ensure the values of transparency, consistency, comparability, completeness, and accuracy according to the IPCC 2006 guidelines. Emission reduction calculation and data entered will be subjected to an independent audit, by a government agency or organization Additionally, emission reduction calculations will be verified by a third party independent institution which will reproduce the calculations with the collected data, including comparisons between the calculations and relevant information as National Greenhouse Inventories

14 Conclusion and Next steps
The most relevant next steps for the SWH NAMA preparation and implementation are: The development of the NAMA proposal, Designing the specific MRV system Designing the financial mechanism for the implementation of the NAMA. Challenges: Access to startup capital Lack of consumer awareness and confidence in solar technology High upfront cost and inconsistent financial incentives to encourage consumers to invest in a new system To overcome these barriers we need: Local high-level government champions, financial support, regulatory certainty, and consumer acceptance.
