 The Integrated Safety Management System (ISMS) is a systematic, common sense approach to working safely. The objective of ISMS is to integrate working safely into management and work practices at all levels, addressing all types of work and all types of hazards to ensure safety for the workers, the public, and the environment. ISMS integrates working safely into planning and execution of work. 3

 Initial and Comprehensive Briefings may be provided as computer based training.  Human Resource Personnel and Line Managers should Coordinate with the training personnel or the Safeguards & Security Awareness Coordinator to provide employees with security awareness briefings.  Non-site personnel (e.g., visitors, auditors, vendors, carriers etc.) not receiving the Initial Briefing must be given a briefing on prohibited and controlled items. Personnel given access to a Limited Area must be escorted. Additionally, certain projects may require a security plan/ protocol.  Contact WEMS Security at

 Individuals receiving a DOE security badge.  Individuals performing work within security areas other than public areas of the site (e.g., General Access Area). 180 days.  Individuals who have been absent from the site longer than 180 days. 5

 Individuals granted a DOE clearance.  Individuals with an active DOE clearance transferred or extended to PORTS. 180 days.  Individuals who have been absent from the site longer than 180 days.  WEMS Security may accept other DOE security training as commensurate for the Initial and Comprehensive Security Briefings for personnel (e.g., auditors, consultants, visitors, etc.) not required to work at PORTS for longer than ten working days. Proof of training must be provided to WEMS Security. 6

 Individuals who terminate employment with a PORTS contractor/subcontractor.  Individuals who relocate to another DOE facility and no longer require access at PORTS under a DOE contract.  Individuals whose job assignments have changed and no longer require access to areas containing classified matter or special nuclear material (SNM). 7

Q L  As a condition of access, each individual granted a Q or L clearance must sign a SF-312, Classified Information Nondisclosure Agreement, at the time of, or after completing the Comprehensive Briefing, and before accessing classified information or matter, or SNM.  Individuals who refuse to execute an agreement must be denied access to classified information, classified matter, or SNM and must be reported to the DOE CSA. 8

 All individuals who hold a clearance for access at PORTS must complete an Annual Security Refresher Briefing.  Line managers should provide employees with support for completing the Annual Security Refresher Briefing by allotting the time needed for completing the briefing and, if needed, access to a computer.  Individuals who fail to complete the Annual Security Refresher Briefing by the established due date may be subject to administrative actions determined by the CSA, including possible administrative termination of the security clearance, until such time as the individual has complied with the briefing requirement. 9

30 days prior  All PORTS contractor/subcontractor employees who travel to any foreign country on official travel must receive a CI Awareness Briefing within 30 days prior to departure and complete a debriefing upon return.  The list of sensitive countries is available at the WEMS Security Office.  Although not mandatory, it is recommended that personnel without a clearance also receive a CI Awareness Briefing prior to traveling to a sensitive country.  All PORTS contractor/subcontractor employees holding a DOE clearance, or who have held a DOE clearance within the past 5 years, and who travel to a sensitive foreign country must receive a CI Awareness Briefing prior to departure. 10

50 days prior  Prior to travel to a foreign country notify the WEMS Security Office at least 50 days prior to departure to get a determination on whether the country is sensitive or not.  For unofficial foreign travel to a sensitive country complete the Notification of Unofficial Foreign Travel to Sensitive Countries form and submit to the WEMS Security Office. 11

 For official foreign travel to any country, complete DOE F 551.1, U.S. Department of Energy Request for Approval of Foreign Travel, and submit to the WEMS Security Office according to the following: 50 days prior If travel is to a sensitive country submit request at least 50 days prior to departure. 30 days prior If travel is to a non-sensitive country, submit request at least 30 days prior to departure. 12

Upon return from official foreign travel, perform the following:  Complete CI debriefings. 30 days  Submit a trip report within 30 days following completion of travel. 13
