2 History of FLEG Kyrgyzstan process Kyrgyzstan has joined ENA FLEG process in 2005 on international Ministerial conference in St. Peterburg In 2005 Kyrgyzstan representatives participated in the FLEG conference in Antalya

3 History of FLEG Kyrgyzstan process In 2006 the Government of the Kyrgyz Republic has endorsed National Action Plan of Forestry Development for the period , in which the problem of illegal activities in the forest sector has been defined as an all national issue and set up a task to develop National Action Plan on FLEG In with the support of Swiss Foundation “Intercooperation” a project on development of FLEG NAP for Kyrgyzstan has been implemented

4 Illegal activities in he forest sector of Kyrgyzstan The scope of law violation in this domain includes: Illegal forest felling; Trading with forest products of illegal origin, including ‘precious species’ timber; Illegal capture of forest lands; Poaching with wildlife and vegetation objects; incompliance with environmental legislation during implementation different economic activities on wood lands, etc.

5 FLEG National Action Plan Within the frames of SDC funded project on FLEG NAP development in Kyrgyzstan a Working Group has been established out of representatives of the state administration bodies, civil society and independent lawyers. The first draft FLEG National Plan of Measures has been elaborated as an output of the project activities

6 The first Draft NPM has been developed on the basis of analysis of the stakeholders opinions and views received from different regions of the country on the causes of forest law violations and possible solutions. The draft has been widely discussed and sent to the State Agency for Environment Protection and Forestry. On the basis of the first draft the second one has been elaborated. Some changes in the structure has been done and several activities on the fight against poaching and incompliance with environmental legislation during various economic activities have been added. The second draft FLEG NPM has passed now agreement procedure in 16 ministries and now it is to be endorsed by the Government. FLEG National Action Plan
