Al Sulokeyat Al Salema and Al Sulokeyat Al Salema and Accountability for Safety

Maintaining Responsibility Accepting Accountability AND FOR SAFETY ‘Al Sulokeyat Al Salema’ 2003

Following Safety Signs, Rules, Procedures Looking After Others Working Safely Whatever our role, seniority, location or PSL we are all equally responsible and accountable for: ‘Al Sulokeyat Al Salema’ 2003

Across all PSLs, functions, facilities and locations the incidents being experienced are often –Single person events –During routine activities –In low risk environments –Easily avoidable –Not thinking through the safe job steps prior to commencing IN ADDITION ‘Al Sulokeyat Al Salema’ 2003

ARE IGNORED Incident analysis indicates that often ‘Al Sulokeyat Al Salema’ 2003 –Safety Procedures – Safety Rules – Safety Signs – Safe Systems or Work – Risk Assessment Controls – Safety Information – Safety Instructions

‘Al Sulokeyat Al Salema’ 2003 This is no longer acceptable and Halliburton employees, Contractors and visitors to our facilities must follow safety procedures and information including our ‘House Rules’ It is clear that within our industry safety performance can only be improved through directly addressing and promoting consistent safe behaviour

‘Al Sulokeyat Al Salema’ (The Correct Behaviours) Accountability For Safety To promote a common set of safe behaviours, and process of implementation, Halliburton will align with the Industry Initiatives This will provide the benefits from sharing best practice whilst supporting the acceptance of a common expectation for safe behaviour ‘Al Sulokeyat Al Salema’ 2003

Accountability For Safety Is an initiative to improve our safety performance Includes every employee Covers every location Is based on behaviours Effects coaching, guidance mentoring to promote correct safe behaviours Is not focussed on punishing employees Is not restricted to operations personnel ‘Al Sulokeyat Al Salema’ 2003

Fundamental Safety Principles Everyone is accountable for following safety rules If in doubt safety always takes priority Safe practices and procedures must always be followed Always challenge ‘At Risk Behaviours’, omissions or hazardous conditions Report all incidents and hazardous situations - if unsure report anyway Work must be authorised before it commences Stop any work activity if you feel unsafe or uncomfortable and always communicate your concerns ‘Al Sulokeyat Al Salema’ 2003

The behaviours we all need to follow to improve safety performance are not complex The behaviours contained within the Halliburton ‘House Rules’ are: –Easily followed –Clearly visible and so we can all observe, correct or support them –Beneficial at home –Often seen as causation factors in incidents when they are not followed ‘Al Sulokeyat Al Salema’ 2003

Halliburton House Rules EVERY HALLIBURTON EMPLOYEE WORKING AT ANY LOCATION WILL ‘Al Sulokeyat Al Salema’ 2003 Wear and maintain the appropriate PPE. 10 Wear vehicle seat belts and never use a mobile phone when driving. 9: Do not read documents or use mobile phones while walking. 8: Never cross safety barriers or enter prohibited areas. 7: Walk and not run. 6: Hold the handrail on stairs. 5: Use the correct manual handling technique if manual handling cannot be avoided. 4: Use the right tool in the right way for the job. 3: Keep work sites clean, tidy and obstruction free. 2: Follow safety sign information. 1:

1: Accept the house rules and make them part of their normal behaviour. 2: Accept the observations and guidance of others in a positive way. 3: Actively watch out for others as well as maintaining personal awareness. 4: Report all At-Risk behaviours and At-Risk conditions. 5: Recognise the value of common expectations. 6: Be made aware of performance improvement. For this to be successful everyone must ‘Al Sulokeyat Al Salema’ 2003

Halliburton ‘Accountability For Safety’ roll out across Oman. 1 Implementation and active coaching period to establish behaviours into organisation. 3 Halliburton ‘House Rules’ promotion 2 Observation, monitoring, empowerment, training 4 Go live and effect accountability through Halliburton ‘Al Sulokeyat Al Salema’ 5 Monitor, Analyse, root cause correction 6 How will we embed these behaviours into the organisation ‘Al Sulokeyat Al Salema’ 2003

Coaching Guidance Mentoring Support Active Monitoring In parallel with disciplinary interventions if appropriate On completion of the roll out, promotion and bedding in periods the behaviours required under the Halliburton ‘House Rules’ will be effected through application of ‘Al Sulokeyat Al Salema’ (The Correct Behaviours) process This approach should be used for every breach of safety compliance by an individual or group Increase our focus on green box to drive Safe Behaviours ‘Al Sulokeyat Al Salema’ 2003

HR involvement throughout Safeguards For Every Employee Employee maintains right of appeal wherever practicable to a level of management not previously included Employee accompanied if required Employee advised of nature of complaint and given opportunity to state their case ahead of every decision No disciplinary action without full investigation ‘Al Sulokeyat Al Salema’ 2003

1.‘Accountability For Safety’ outlines a simple process which can be driven by all employees 2.Achieving the safety behaviours listed in the ‘House Rules’ will improve our safety performance 3.This will promote the behaviours and positive attitudes for compliance to all safety rules, procedures and information 4.Individually accepting that safety is a Core Value will lead to compliance which is the foundation for everyone being safe at work and home 5.Through maintaining our responsibilities there is no need to worry about accountabilities ‘Al Sulokeyat Al Salema’ 2003
