1 Basin Development Plan BDP : Planning process & tools to identify, categorise & prioritise joint or basin-wide projects and programs VISION : Contribute to economic growth through a participatory process that encourages investment and sustainable development of the shared resources of the Mekong River (1995 Agreement)

Mekong Agreement Art 1: Areas of co-operation : sustainable development,utilization, management and conservation of water and related resources Art 2: Projects, Programs and Planning: development of full potential of sustainable benefits to all Riparian states;prevention wasteful use of water;preference on joint and/or basin-wide projects/programs BDP would be used to identify, categorize and prioritize projects and programs to seek assistance for and to implement at the basin level
