Country: Sweden GINIE Workshop /Sweden/A Engberg Page 1 NSDI: State of Play Organizational and fundamental aspects – Legal framework Swedish agencies have since long, and by constitution, an independent relation to the government Lantmäteriet is a governmental agency. The agency is not a legal person, but part of the state (Crown), and acts on behalf of the Crown when entering a contract with a third party. – Funding For reference data at NLS the funding is partly governmental funds, partly cost recovery. For thematic data the situation is similar, or mainly governmentally funded. – Standards Swedish standards (SS-series) concerning roads, addresses, etc. Typically standards are established concerning data produced by co-operation between different organisations. Standardisation of hydrography will start in Sweden participates in global and European standardisation through ISO/TC 211, CEN/TC 287.ISO/TC 211, CEN/TC 287. Name: Agneta Engberg

Country: Sweden GINIE Workshop /Sweden/A Engberg Page 2 NSDI: State of Play Organizational and fundamental aspects (continued) – Roles and responsibilities Lantmäteriet (National Land Survey, NLS), under the Ministry of Environment, is responsible for production, maintenance and dissemination of geographic information at scale 1: and smaller, and for the real property formation. NLS is a member of EuroGeographics. NLS has the responsibility to co-ordinate the development of a national spatial data The 289 municipalities are responsible for large scale mapping, and in many cases carrying out the real property formation, implying strong co-operation with NLS. The 21 counties are increasingly involved in spatial data collection and use Government agencies such as Swedish Environmental Protection Agency (SEPA), National Road Administration, Swedish Post Office, etc are involved in and co-operates in data production and/or have responsibilites in different user sectors of spatial information Private companies as data producers for part of NLS production, service providers Swedish Standards Institute, SIS, promotes international participation and draws up national standards Swedish Development Council for Land Information, ULI, is a non-profit association of Swedish organisations working for more efficient use of geographic information. ULI is member of Eurogi.

Country: Sweden GINIE Workshop /Sweden/A Engberg Page 3 NSDI: State of Play Organizational and fundamental aspects (continued) – Intellectual property rights and pricing The Public Access to Information Principle from 1776 For geographical information, the Crown claims copyright to information produced by or for Lantmäteriet. Lantmäteriet administers this copyright The parliament has given NLS the right to set fees for services from the real property register, and set principles for licence fees for use of geographical information. The fees shall cover costs for dissemination and a contribution to maintenance - a modified marginal cost principle. The pricing shall give no profit The real property register contains personal data, therefore each request of access is met by a formal decision by Lantmäteriet SEPA and counties have environmental information free of charge. – Educational aspects Education and courses addressing aspects of spatial data and its use are found at several universities.
