Topics For Discussion Department of Revenue Buildings Rule Chapter 60D-4 State Energy Management Plan Where Are We Now?

Department of Revenue Buildings “Gold Level” LEED certification is expected. Efficiency Attributes: ◦ Desiccant-based energy recovery ◦ Under floor air distribution system ◦ Low-E glass ◦ White roof membrane ◦ Lighting system controls ◦ Reclaimed water for irrigation Overall Result: ◦ Approximately 35 percent less energy consumption than the minimum LEED requirement The DOR complex represents the evolution of the “High Performance” building concept employed by DMS.

Rule Chapter 60D-4 Purpose: ◦ To implement the statutory mandate found in Statute ◦ To develop procedures for analyzing life-cycle costs for alternative architectural and engineering designs. Status: The rule is expected to be effective on March 17, Applies To: All construction and renovation projects that include the installation of major energy-consuming equipment Minimum Energy Performance Standard: ◦ Defined as the minimum energy performance requirement of the sustainable rating system adopted by the agency.  USGBC LEED Rating System  Florida Green Building Coalition  Green Globes Generic energy efficiency is not acceptable.

Rule Chapter 60D-4 Alternative Designs: ◦ At least three (3) alternative designs must be considered. ◦ Alternative designs are defined broadly to afford the agencies and their design consultants maximum flexibility. ◦ Energy performance requirement:  The alternative designs shall demonstrate progressively better energy performance so that meaningful options are evaluated.  Example: For new construction, one alternative design must demonstrate at least 20 percent less energy consumption than the minimum energy performance standard. The agencies are required to “push the energy envelope” by evaluating options that exceed the minimum energy performance standard.

Rule Chapter 60D-4 The Florida Life-Cycle Cost Analysis Program: ◦ DMS has developed an interactive program that calculates the 25-year life-cycle cost for each alternative. ◦ In essence, the program determines the net present value of each alternative design. Energy decisions will not rely on anecdotal evidence. The true relationship between energy efficiency and long- term costs must be considered. From The Florida Life-Cycle Cost Analysis Program

Rule Chapter 60D-4 Note: The purpose of a life-cycle cost analysis is to determine if a critical point exists. Typical Question: Does higher energy efficiency always “pay off” for this particular project?

Mandated by Section , F.S. Available now on the DMS Website. Intelligent Metering: The SEMP introduces a strategy to deploy energy meters that will provide the agencies with insight into how, when, and why energy is consumed in state buildings. Reporting System: The SEMP introduces a reporting system that integrates data collection, recordkeeping, and energy management into one format. The SEMP Also Includes: ◦ Uniform data analysis procedures ◦ Building energy audit procedures ◦ Techniques to reduce energy consumption ◦ Training requirements for energy management coordinators ◦ Guidelines for building managers State Energy Management Plan (SEMP)

Agency Assistance: The SEMP will ask the agencies to assist DMS in developing the following aspects: ◦ The energy reduction goal ◦ Implementation timelines ◦ Energy education program measures for employees ◦ Recommendations to reduce energy consumption in the area of transportation ◦ Centralized data storage The SEMP will provide agencies with the means to measure the “pulse” of state buildings when it comes to energy usage. State Energy Management Plan (SEMP)

Where Are We Now? DMS has addressed the statutory mandates found within Sections and , F.S. Energy performance will be a primary concern for: ◦ Building construction and renovation projects ◦ The operation of state buildings We now have an roadmap to reducing energy consumption and costs. We appreciate the support of the USGBC. Our partnership allows us to work for the best interests of Florida and all Floridians.
