VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 3 Introduction Both the private and the public sector are actively developing ITS services in Finland The Finnish Ministry of Transport and Communications has identified its main role for creating a basis for ITS products, systems and services

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 4 Ongoing programmes in Finland associated with PT telematics R&D programme connected with Architecture, Standards, Needs and effects, Monitoring technologies etc. Implementation programme Information infrastructure Communication and data integration Information services Incident management Needs of different population groups Effects Operations models and regulations Passenger information, Incident management Prerequisites for ITS services

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 5 FITS 1 - Prerequisites for ITS services FITS 1 aims to develop the data systems and services for transport telematics The most important projects of FITS 1 are TelemArk, the Finnish National Transport Telematics System Architecture and KALKATI.net, Definition of standard interfaces for sharing and interchanging traffic information data between actors

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 6 TelemArk - Two main results

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 7 TelemArk - Simplified public transport information -process

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 8 TelemArk - Simplified logical architecture description

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 9 Vision of KALKATI.net

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 10 Starting point of KALKATI.net - TelemArk

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 11 End results of KALKATI.net

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 12 Passenger traffic information programme Public transport information programme Passenger information Implementation projects Private transport information R&D-projects Passenger information R&D-projects FITS 5 Passenger information -programme area CONTENT OF PROGRAMME

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 13 The most important projects associated with the PT programme The PT information programme will be focused on passenger information, and incident management The most important national PT R&D and implementation projects will be asked for participating in programme At the moment, the national PT implementation projects are mainly focused on developing passenger information and multimodal trip planning services

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 14 ELMI - Espoo and Länsiväylä real- time passenger information system In the first implementation stage, ELMI contains 60 bus lines and about 300 buses fitted with DGPS positioning devices 10 monitors and 11 display boards used to provide passenger information The monitors are installed at central places and the display boards at 6 bus stops In the near future, the system will be enlarged several bus stops in Espoo

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 15 HeLMI - Helsinki Public Transport Signal Priority and Passenger Information In the pilot stage, HeLMI contains routes of tramline 4 and bus line 23 The pilot stage equipment is 20 buses, 32 trams, 50 signalised junctions, and 15 real-time passenger information displays. In the near future, HeLMI will be enlarged several bus and tramlines in Helsinki

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 16 HeLMI - Effects The impacts and socio-economic benefits of HeLMI pilot stage has been studied The study showed that the travel time has decreased and the regularity and punctuality of service has improved the information systems were regarded very positively and useful the traffic signal priorities have decreased the fuel consumption and emissions the benefit/ cost ratio was calculated to be 3.3

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 17 PARAS - Tampere public transportation passenger information system In the autumn 2001, the first stage of PARAS will be introduced The pilot stage contains 37 buses 20 information displays on bus stops 6 monitors 11 signalised junctions By the year 2004, the system will be completed to cover the regional public transport system

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 18 Multimodal trip planning system in Helsinki In the autumn this year, a multimodal trip planning service will be introduced in Helsinki the system is an Internet service that can be used to find the best route using various vehicles origin and destination is selected either text-based search or clicking the map a choice between a number of optimisation goals can be made a number of route alternatives is displayed The system is delivered by a Finnish company

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 19 Other PT telematics projects in Finland BUSLAN, Standard in-vehicle bus for public transport SIPTS, Services for intelligent public transport systems INVETE, In-vehicle terminal for multimodal flexible collective transport services

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 20 BUSLAN The BUSLAN -project aims to find and pilot an open, standard bus protocol The standard bus protocol enables more compatible onboard devices The standard bus protocol will be piloted in Tampere related to PARAS -project EN13149 external display vehicle computer vehicle gateway fee collection passeng. counting internal displayetc..

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 21 SIPTS The SIPTS project aims to develop a Demand Responsive Transport (DRT) application The SIPTS concept includes solutions offered by a call centre, computer software to route the DRT orders and vehicles equipped with communication facilities The SIPTS project is sponsored by the European Commission (TEN-T) The Finnish parties of the SIPTS Consortium are OY Novacall AB and VTT Automation

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 22 INVETE The INVETE project aims to develop and demonstrate of a modular, multi-application in-vehicle terminal (IVT) for different transport services (regular public transport, DRT, door-to-door, taxi) The services will be demonstrated in test sites in Finland and Italy. The INVETE is sponsored by the European Commission (IST) The Finnish parties of the INVETE Consortium are VTT Automation, Instrumentointi (device manufacturer) and Mobisoft (software developer).

VIKING Seminar in Copenhagen, Denmark, May 31 st, 2001Lehtonen/ 23 Conclusions In Finland, the PT telematics R&D and implementation are organised by FITS and Passenger Traffic Information Programme The most important short-term objectives are  creating a national data bank containing public transport route and timetable information,  developing tools for managing public transport information,  developing operation models and tools for producing public transport route and timetable information, and  development of operation models for public transport incident management
